Context/IRC Synopsis:
The International Rescue Committee (IRC), which was established in 1933 at Albert Einstein’s request, assists victims of major humanitarian catastrophes in surviving and rebuilding their lives.

Tanzania has been a haven for refugees for more than 50 years, housing one of the biggest numbers of African refugees. About 287,903 Congolese and Burundian refugees are currently living in the nation; a large number of them entered in 2015 as the Burundian crisis worsened.

As of right now, the host communities in the Kigoma region continue to coexist with refugees for a variety of needs and reasons. In this context, IRC offers protection and fundamental aid in the following domains: Health (including mental health and psychological support services as well as reproductive health), Safety (which includes protection and the rule of law, women’s protection and empowerment, and child protection), and Education.

Overview of the Job:
Since January 2014, the IRC has been offering education services to girls and boys from Burundi and the Congo in the Nyarugusu Refugee Camp. In 2020, the organization expanded its reach to include Nduta. Services include applications for postsecondary education as well as technical vocational education and training (TVET), elementary and secondary education, and early childhood education. The national curriculum of the country of origin (Congolese and Burundian) is taught in schools.

To oversee the execution of high-quality educational initiatives in the Kigoma region, the IRC is looking for a dedicated and driven Deputy Education Coordinator. In order to ensure community and government participation throughout, the Deputy Education Coordinator is expected to lead, administer, and coordinate high-quality educational activities in Nyarugusu and Nduta. Within predetermined work plans and budgets, the position holder will oversee the prompt execution of educational initiatives related to curriculum development, assessment, and quality and improvement of education. The duties of the Deputy Education Coordinator will include providing direct supervision to the education managers and developing their skills in project management, reporting, curriculum development and implementation, assessment (including exams), and education quality enhancement. Effective coordination and contact with external stakeholders, including government representatives, would be ensured by the job holder.

The Education Coordinator will receive reports from this role.

The duties of the Deputy Education Coordinator include:

The administration and execution of programs.

  • Oversee the creation of comprehensive strategies for the procurement, spending, and implementation of IRC education initiatives, as well as the creation of progress reports.
  • Oversight of the daily administration and operation of the school, including curriculum implementation, assessment, and exams.
  • Take the lead in implementing the national exams, working with government and UNHCR representatives.
  • Good leadership and collaboration to raise educational standards through teacher preparation and continuous support initiatives.
  • Make sure there are robust leadership and management processes in place at the institution.
  • Organize frequent meetings with community members and project workers to go over issues, evaluate how well goals are being met, and help solve problems.
  • Examine the project budget expenditures, keep a careful eye on the status, deal with any obstacles, and manage the monthly project expenses.
  • Consistent communication and collaboration about technical and project management matters with the Education Coordinator.
  • Take the lead in compiling donor reports and providing necessary, recurring updates.
  • Maintain close communication with the pertinent IRC departments (SC, Grants, Finance, and HR) to guarantee that all educational programs are implemented without a hitch.
  • Evaluate and address the needs for capacity building of all direct reports as well as the education officer and M&E team, as well as the staff members who assist with refugees.

Representation and Collaboration:

  • As needed, assist the Education Coordinator in promoting IRC’s leadership in educational initiatives and representing the organization in sector coordination meetings and interagency activities.
  • Oversee the interagency assessment implementation.
  • Manage programs and support business development.
  • Take part in the creation of new ideas and program designs that adhere to the outcomes, evidence framework, and strategic action plan.
  • Compile project implementation lessons learned to guide future program design.
  • Encourage the creation of activity plans and budgets for fresh concepts and ideas.
  • Oversee the creation of promotional materials emphasizing IRC’s accomplishments and the benefits it offers to the populations it serves.

HR Administration:

  • Provide regular and prompt performance feedback, establish performance goals, communicate clear expectations, oversee and mentor direct-report employees, and oversee recorded semi-annual performance reviews.
  • Encourage and oversee employee care and wellbeing; authorize and oversee all leave requests to guarantee sufficient coverage.
  • Provide leadership assistance to ensure that staff members successfully follow IRC’s Global HR Operating Policies & Procedures and the IRC way.
  • As per the IRC Tanzania reporting process, report any violations of The IRC Way, Child Safeguarding Policy (TZ specific and global), and IRC Sexual Abuse and Exploitation.
  • Take part in hiring, preparing, and supervising camp workers.

Position collaborates closely and reports to the education coordinator.

Direct supervisors of the position are project managers for education.

Qualifications:

  • A bachelor’s degree or a higher degree (master’s degree) in social work, development, or education from a university with accreditation.
  • A minimum of five years of professionally managed, increasingly responsible, relevant experience overseeing the technical execution of educational programs in challenging humanitarian or development environments.
  • Preferably in rural villages and camp settings, prior experience working in education with refugees is preferred.
  • Knowledge about the Inter-Agency Network for Education in Emergencies (INEE) that can be demonstrated.
  • Ability to organize and oversee innovative, efficient, and inclusive education responses for short- and long-term situations.
  • Good interpersonal and communication skills, as well as the capacity to work with a variety of groups and partners, including the government (DRS-MOHA) and MOEST, UNHCR and other donors, the Education Working Group, and others.
  • The capacity to condense and convey important facts for managerial decision-making.
  • Ability to work alone while requesting senior management’s support and feedback for decisions.
  • Capacity to collaborate well with individuals from different cultures and backgrounds in a global setting.
  • Adeptness in running meetings and providing training.
  • Strong computer literacy, including knowledge of Microsoft Word, Excel, and Outlook.
  • Outstanding capacity to solve problems and adjust to new situations.
  • Extremely consultative and cooperative working style.
