The Danish Refugee Council (DRC), which was established in 1956, is a humanitarian non-governmental non-profit organization that offers direct help to populations impacted by violence in more than 40 countries worldwide, including refugees, internally displaced people (IDPs), and host communities. Since the beginning of the Burundi refugee crisis in 2015, DRC has been carrying out emergency response initiatives in Tanzania in three camps for refugees in the Kigoma Region near the Burundian border. Sectors include Camp Coordination and Camp Management (CCCM), Protection (CBP, PSN, GBV, CP, and Legal), Shelter and Infrastructure, and Economic Recovery are included in DRC’s integrated projects for refugees, asylum seekers, and host communities.

Overarching goal of the position:
Under the direction of the Finance Team Leader, the Finance Officer supports DRC and partners financially and administratively while adhering to donor and DRC policies and procedures in Tanzania and Burundi. The Finance Officer plays a role in the formulation of national strategies that are subsequently incorporated into daily activities and action plans. In addition to supervising country activities, the finance officer offers assistance and/or technical advice to country operations.

Principal Charges:

  • Daily operations in the financial division.
  • Ensuring that expenditure journals, cash advances, and import wages are timely completed in DRC Dynamics and that all accompanying documentation is full and compliant with DRC financial procedures and regulations prior to uploading into Dynamics.
  • Prior to uploading any expenses into Dynamics, make sure they are all fully approved.
  • Verify adherence to DRC policies and protocols.
  • Help put finance policies, processes, and systems into action.
  • Create a request for a cash transfer and submit it to headquarters.
  • Provide an update on the amount of funds needed to run program activities to the Finance Team Leader.
  • Use Dynamics to create invoices.
  • Keep a close eye on all financial activity and notify the finance manager of any developments that could potentially compromise internal controls over financial performance.
  • Make that photocopies are retained on file and that the approved bank signatory list and bank information forms are updated on a regular basis.
  • Distribute all prepaid purchases on a monthly basis.
  • Make sure you pay your taxes and any other required payments on time each month.
  • Make that incentive worker payments are made on schedule.
  • In Dynamics, keep track of your accounts payable and receivable.
  • Distribute intercompany transactions every month.
  • Make sure any outstanding balances have a clear explanation by monitoring and reconciling account balances on a monthly basis.
  • Prepare for and take part in yearly audits and donor verifications.
  • Make sure that every expense is promptly posted in Dynamics.
  • Perform a cash and bank reconciliation each month.
  • Examine procurement payment paperwork to make that the right budget codes are applied and that the funds are available.
  • Make sure that all outstanding sums owed to suppliers and employees are settled on a weekly basis by keeping track of them.
  • Make ledger settlements once a month.
  • Get ready for and take part in audits and verifications of donors.
  • Create a month-end closure file.
  • As needed, provide additional support to the Finance Team Leader.

Technical proficiency and expertise: (including years of experience)

Important:

  • A minimum of two years of comparable job experience.
  • Familiarity with performing administrative duties.
  • Strong communication abilities.
  • Advanced knowledge in Excel.
  • Basic familiarity with Word and PowerPoint.
  • Strong planning and organizing abilities to fulfill deadlines.

  • High level of proficiency in English.
  • Proficiency in Swahili.
