Background:
Background Information in History The United Republic of Tanzania’s Constitution, Article 112 (1), established the Judicial Service Commission (JSC), which serves as an advisory commission for judges and magistrates appointed to positions in Tanzania’s mainland. Despite having a lengthy history dating back to 1962, the Judicial Service Commission underwent its most recent changes in 2011 when Act No. 4 of 2011 was passed. This act expanded the Commission’s responsibilities to include dealing with matters pertaining to appointment, confirmation, discipline, and recruitment for both judicial and non-judicial officers.
From that fresh vantage point, it began operations in 2012. Although this plan replaces the JSC Strategic Plan for the years 2013/2014 to 2017/2018, JSC has been preparing anyway. 1.1 The Judicial Service Commission’s mandate, duties, and authority. 1.1.1. The JSC’s mandate The United Republic of Tanzania (URT) Constitution’s Article 112 (1) provides the Judicial Service Commission with its mandate.
JSC’s Functions and Roles The Judicial Service Commission’s duties are outlined in Article 113 (1) of the United Republic of Tanzania Constitution of 1977 and Section 29 (1) of the Judiciary Administration Act No. 4 of 2011, as shown in the table below: Table 1: JSC Roles and Functions PURPOSE AND ACTIVITY SUMMARY 29(1)(a)(i) (ii) To advise the President regarding the appointment of the Chief Court Administrator, Chief Registrar, Registrar of Court of Appeal, and Registrar of High Court. (i) To advise the President regarding the appointment of Jaji Kiongozi and Judges of the High Court on the exercise of such of the functions conferred on the President by Article 113 (a) as the President may require.

- Administer justice to all through timely provision of quality, fair, transparent and impartial decisions.
Major Functions:
- Interpreting diverse Laws and execution administrative decisions. Hearing and deciding cases filed before the courts of laws.
