Job Title: Administration, Logistics and Procurement Officer

About the Blue Alliance:
The Blue Alliance Marine Protected Areas now oversees 60 marine protected areas (MPAs) across four networks in Indonesia, the Philippines, and Zanzibar. With plans to expand our management to 200 MPAs in six MPA networks by 2030, our goal is to protect 2,000,000 hectares of coral reef biodiversity, protect over 70 vulnerable marine species, and dramatically enhance the livelihoods of over 50,000 coastal communities. Our revolutionary concept focuses not only on environmental conservation, but also on economic empowerment for local communities through long-term income production from reef-positive industries such as ecotourism, community-based aquaculture, sustainable fisheries, and blue carbon.
In this context, Blue Alliance founded Aquahub Community-Based Aquaculture Limited, a Zanzibar-based private firm dedicated to the growing and commercialization of the sea cucumber Holothuria scabra.

Aquahub’s vision is to lead the way toward sustainable aquaculture while protecting marine biodiversity. In Pemba, we are expanding a vertically integrated sea cucumber operation that includes hatchery and community-based grow-out farms, processing, and access to premium export markets. Aquahub’s profits are reinvested in conservation and community activities, benefiting locals while also safeguarding marine ecosystems over time.
The Roles and Responsibilities:
The Administration, Logistics, and Procurement Officer is responsible for overseeing daily office operations, coordinating logistics, managing procurement and import/export processes, and ensuring cost management and regulatory compliance across all organizational activities. This role is critical to the organization’s efficiency and scalability. The Officer will play an important role in the startup’s successful growth, helping to reach major milestones while adhering to schedules and financial restrictions.
Main Responsibilities:
A. Administration and Office Management.
- Offer general administrative help.
- To manage calendars, schedule meetings, and handle official communications.
- Manage travel and lodging logistics for employees, partners, and guests.
- To maintain well-organized filing systems to ensure simple access to digital and physical data, contracts, and papers.
- Maintain compliance with administrative procedures and report any irregularities.
- To maintain current records on all firm assets, such as vehicles, equipment, and utilities.
B. Logistics Coordination.
- To coordinate logistical support for field missions, events, and operational tasks.
- To manage vehicle scheduling, logbooks, and transportation policies.
- Manage the inventory of supplies and equipment, ensuring timely replenishment and clear handover rules.
- Ensure that materials are delivered efficiently and resources are allocated appropriately across departments and field sites.
- To maintain a safe, organized, and efficient workplace.
C. Procurement and Supplier Management.
- Develop and maintain good professional relationships with suppliers, service providers, and other stakeholders.
- To negotiate advantageous terms to cut expenses, ensure on-time delivery, and increase service quality.
- Set up and administer long-term contracts and framework agreements to ensure pricing and supply stability.
- Maintain a validated list of qualified suppliers that is constantly updated and organized by goods and services.
- To ensure that procurement processes are consistent with organizational policy and other requirements.
- To oversee procurement planning, which includes market research, request for quotations, supplier appraisal, and purchase orders.
- To monitor contract performance, meet delivery deadlines, and resolve any discrepancies or delays.
- Maintain accurate, auditable records of all procurement activities and transactions.
- To provide procurement insights to management, such as price trends, vendor performance, and cost-saving potential.
D. Import/Export Operations:

- To manage import and export activities, ensuring prompt customs clearance and adherence to laws.
- Avoid delays by communicating with customs authorities, shipping agents, and regulatory bodies.
- To prepare and review shipment documentation (such as invoices, packing lists, and certificates).
- To track overseas shipments to ensure timely and accurate arrival.
- To maintain current understanding of customs duties, taxes, and legal requirements across all relevant jurisdictions.
- To ensure that all import and export transactions are properly documented and filed for compliance and auditing purposes.
The Key Performance Indicators (KPI):
- Procurement in accordance with the project timeframe.
- Cost control.
- Compliance with policies and regulations.
The Reporting Lines:
The Administration, Logistics, and Procurement Officer will report directly to the General Manager and collaborate closely with the Project Manager, Hatchery Manager, Head of Farm and Processing, and Aquaculture Director.
Job Qualifications and Experience:
- The qualifications in business administration, procurement and supply chain management, logistics, international trade, or a similar sector.
- A minimum of five years’ experience in logistics and procurement, or import/export operations.
- Excellent organizational, coordination, and problem-solving skills.
- A proficiency with Microsoft Office applications (Word, Excel, Outlook, etc.).
- The excellent communication and interpersonal abilities.
- The knowledge of customs procedures, shipping rules, and trade compliance requirements, as well as Zanzibar regulations, such as import/export requirements.
- A fluency in English and Swahili is required.
