About the Programme:

The MasterCard Foundation, in collaboration with BRAC International (BI), is launching an initiative that will benefit 1.2 million adolescent girls and young women, as well as 9.5 million people, in seven East and West African countries: Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.

The global pandemic has heightened the importance of supporting adolescent girls and young women (AGYW) living in poverty. This alliance will bring scalable economic development initiatives in communities, fostering AGYW agency and voice. They will be able to realize their goals, establish sustainable livelihoods, and participate in advocacy efforts.

Position Title: Assistant Finance Manager

Work location: Dar es Salaam

 

 

The Purpose of this job:

This position’s primary responsibility is to assist the Finance Manager in ensuring excellent financial reporting, budget management, and compliance with AIM donor and legislative requirements. The Assistant Finance Manager will supervise the Finance Officer and Regional Finance Managers, ensuring seamless financial operations and precise record-keeping across all programs.

 

The Responsibilities:

  • Under the supervision of the Finance Manager, help prepare cost management and financial reports for MasterCard Grants and other foreign funders.
  • To supervise the Finance Officer and Regional Finance Manager in their monthly budget performance reviews, spending forecasting, and commitment tracking against authorized budgets.
  • To ensure that donor fund expenditure, recordkeeping, and accounting standards are followed, and guide reporting staff accordingly.
  • To oversee the Finance Officer’s compilation and coding of payment vouchers and general journals for putting into the accounting system prior to the month-end closings office.
  • To review the Finance Officer’s monthly bank reconciliations to verify that internal and external stakeholders have correct financial records.
  • To support the creation of timely and accurate monthly and quarterly financial reports and schedules for evaluation by the Finance Manager, taking into account feedback from the Regional Finance Manager.
  • Ensure that the Regional Finance Manager keeps financial records in accordance with corporate policies, administrative procedures, and local legislative obligations (e.g., Tanzania Revenue Authority filings).
  • To assist in the preparation of documentation and information for annual audits and required tax remittances, with supervision from staff.
  • To maintain financial accounting systems for accounts payable, receivable, credit control, and petty cash, with monthly reconciliations performed by the Finance Officer.
  • Assist in safeguarding employee payroll and financial information in accordance with current legislation, while also overseeing team operations.
  • To support process improvements by documenting procedures and finding inefficiencies in financial workflows, in collaboration with the Finance Officer and Regional Finance Manager.
  • To collaborate with field offices, program anchors, and headquarters teams to ensure smooth financial operations, leveraging the Regional Finance Manager’s regional knowledge.
  • Complete any other tasks provided by the Finance Manager.

 

 

The Safeguarding job responsibilities:

  • Make sure team members’ safety from harm, abuse, neglect, harassment, and exploitation in order to meet the program’s safeguarding implementation goals. Serve as a primary source of assistance, guidance, and expertise on safeguarding in order to create a safe workplace.
  • Take practice, promote, and advocate safeguarding policies among team members, as well as guarantee that safeguarding standards are followed in all courses of action.
  • To follow the safeguarding reporting procedure in the event of a reportable occurrence, and encourage others to do the same.

 

 

The Required Experience:

  • A minimum of three years of progressive experience in accounting and finance, preferably with an international non-governmental organization.
  • A Certified public accountant (CPA), or in the final stages.
  • A bachelor’s Degree: Finance, accounting, or a related subject.
  • At least one year of supervisory experience leading small teams (often two to five persons).
  • The experience in financial reporting and compliance for donor-funded projects.

 

The Skills and Competencies:

  • A strong knowledge of the financial reporting, budgeting, and reconciliation processes.
  • A proficiency with Microsoft Office (Advanced Excel), accounting software (such as QuickBooks), and internet tools.
  • Understanding of donor compliance, IFRS, IAS, and Tanzanian tax legislation.
  • The excellent interpersonal and leadership abilities for team management and cross-departmental collaboration.
  • Fluent in English and Swahili (both written and spoken).
  • An analytical ability to spot trends and promote process changes.
  • Understanding of taxes and tax regulations.
