Through the administration, management, and support of premier scientific projects that benefit both civilians and soldiers of the armed forces, we serve clients in the military, medical, academic, and government sectors. HJF has been an essential conduit between the military medical sector and its public and business partners since its establishment in 1983. The administrative capabilities and assistance provided by HJF enable military medical researchers and doctors to stay focused on their scientific objectives and pursue their research with excellence.

The purpose of this role is to support the TPDF program of HJF Medical Research International, Inc. Tanzania (HJFMRI).

 

Accountabilities:

Within the Tanzania Ministry of Health (MoH) guidelines, the annual TPDF program work plans and budget, the HJFMRI policies and procedures, the national laws and regulations of the United States, and the country’s policies and procedures, the Care and Treatment Program Officer will oversee the development and implementation of HIV/AIDS care and treatment initiatives and activities within the health facilities supported by the HJFMRI Tanzania TPDF program. In addition to developing remediation strategies for gaps in care that have been identified within health facilities supported by the TPDF program, the position will consistently provide supportive supervision. It will also identify and facilitate initiatives aimed at building the capacity of facility healthcare providers, as well as carry out essential Monitoring and Evaluation (M&E) tasks to oversee HIV care and treatment programs. Reporting to the TPDF Program’s Care and Treatment Technical Advisor, the role is headquartered in Dar es Salaam.

  • Work together to plan, administer, and monitor the TB/HIV collaboration program as well as integrated care and treatment with health facilities supported by the TPDF program.
  • Help health care personnel at HJFMRI-supported Care and Treatment facilities by conducting frequent supportive supervision, mentorship, and technical assistance visits in accordance with project goals, MoH guidelines, and collaboration with TPDF HQ.
  • Work together with CBHS, facility personnel, and expert clients to improve the connections that connect clients to care and treatment.
  • Help the Care and Treatment Technical Advisor make sure that the TPDF Program’s care and treatment activities are carried out in compliance with the budgets and work plans that have been approved, the Tanzania Ministry of Health’s guidelines, HJF / MRI policies, SOPs, national laws, rules, and regulations, and the United States Government.
  • Facilitate, exhibit general leadership, offer wise counsel, and increase client adherence to ART in facility settings.
  • Work together with the Monitoring & Evaluation (M&E) team to guarantee that M&E tools are available and that data collecting and reporting are done correctly using them
  • Work together with the M&E team to make sure that all C&T components—such as reporting, data quality, indicator clarity, and the caliber of the equipment used to acquire the data—are operating properly.
  • Make sure that program activities are carried out well, that results are achieved, and that staff members of the HJFMRI TPDF program work together to ensure efficient teamwork.
  • Prepare trip and activity reports on time, and assist technical advisors with the creation of quarterly narrative reports and other reports as needed.
  • Carry out any additional responsibilities that your supervisor may assign you in order to meet the goals of the TPDF Program or this role.

Job Qualifications:

Training and Work Experience:

  • A Doctor of Medicine (MD) degree is necessary.
  • Requires at least seven (7) years of relevant experience implementing HIV/AIDS programs in Africa.

Knowledge, abilities, and skills needed:

  • PEPFAR (DoD, USAID, or CDC) and prior cross-cultural work with foreign NGOs are preferred.
  • Proven ability to produce technical documents, such as proposals and reports, and to succinctly and understandably convey difficult material.
  • Ability to travel up to 70% of the time to health institutions in Zanzibar and mainland Tanzania that are funded by the TPDF Program in order to carry out a variety of tasks meant to meet the goals of this role.
  • Strong familiarity with Tanzania’s administrative and healthcare systems.
  • Capable of delivering quality work in a high-pressure setting and detail-oriented.
  • Adept with Microsoft Office programs.
  • The capacity to establish and preserve healthy connections with a variety of stakeholders; the ability to establish and manage interpersonal relationships at all levels with effectiveness.
