The development agency in Belgium is called Enabel. It puts Belgium’s cooperation in government into practice. The organization also serves other foreign and domestic donors. Enabel works with partners in Belgium and elsewhere to address urgent global issues such as urbanization, human mobility, peace and security, economic and social inequality, and climate change. It also aims to foster global citizenship. Enabel employs 2,000 people and oversees 170 projects throughout 20 countries, including Belgium, Africa, and the Middle East.

Context
Enabel is at a pivotal moment in its history. The Belgian development cooperation has undergone a significant overhaul that includes new financial structures, performance standards, and policy orientations and focal points. The organization has high goals to carry out more interventions for other funders, as well as outcome obligations. For this reason, communication is a key component of Enabel’s strategy and an essential instrument for achieving our objectives. In this regard, we are looking to hire a communication officer for the recently formed bilateral program in Kigoma.

Since 1982, Tanzania has been a partner nation of the Belgian government cooperation. The Belgian Minister of Development Cooperation adopted the Country Strategy for the Belgian Bilateral Cooperation Program in Tanzania 2023-2027 on July 15, 2022. The program is expected to run for five years, from 2023 to 2027. In order to optimize impact, efficiency, and synergy, the plan is clearly focused geographically on a few chosen areas within the Kigoma region.

“Young people, especially young women, are empowered to thrive in a protective and gender-equal environment, to acquire education and skills, and to pursue decent work opportunities in Kigoma Region,” states the strategy’s general goal.

The explicit goal states that “through multiple conducive learning pathways, girls and young women (14 to 29 years) in targeted districts of Kigoma are empowered to enjoy decent, greener employment and an increased access to entrepreneurship.”

Three theme pillars served as the foundation for the plan for 2023–2027 at first: (i) secondary education and training opportunities; (ii) skills and entrepreneurship; and (iii) a safe and gender-equal environment.

Job description:
Working closely with the communication officer at the representation in Dar es Salaam, the Communication for Development Expert will report to the Wezesha Binti Project Manager. At the level of the interventions, the function will coach other officers and implementing partners.

The position will create, carry out, oversee, and assess the program’s communication strategy, which will be completely in line with the national Enabel plan to:

  • Promote change.
  • Assist in achieving the development goals and making the outcomes sustainable.
  • Promote discussion among the stakeholders.
  • Make sure there is accountability to the relevant public and donors.
  • Make sure donors are seen.
  • Create knowledge that is transferable.

Accountabilities:

  • Organize outreach and exposure initiatives.
  • Create and carry out knowledge management and communication training programs for project personnel, government partners, and other important stakeholders as needed.
  • Provide a system for information exchange with the project and among the target audiences.
  • Methodically gather narratives that demonstrate transformation and insights gained from executing projects and arrange them into formats that are appropriate for sharing.
  • Create banner ads, pamphlets, reports, quick films, and slide shows yourself or assist others in producing them.
  • Gather, edit, publish, and share inspirational tales of change in human interest.

Essential Experience & Qualifications:

  • Master of Science/Arts in Development Studies, Marketing, Sociology, or a similar subject is required.
  • A bachelor’s degree in journalism, public relations, mass communication, or a similar discipline.
  • At least five years of solid, pertinent experience in change management, advocacy, or communication.
  • Demonstrated expertise in implementing change.
  • Having professional experience abroad would be beneficial.
    in developing and putting into practice communication strategy.
  • Experience leading workshops.
  • Familiarity with social behavior modification communication as a means of community mobilization.
  • An extra benefit is prior experience working for bilateral or multilateral agencies, civil society organizations, or
    familiarity writing reports and promotional materials.

Necessary Competencies:

  • Outstanding in both written and spoken Swahili and English.
  • Clearly and methodically expressing thoughts and opinions in a way that the reader or listener will find engaging.
  • Multi-media expertise with audio-visual and web-based content management systems, blogs, websites, Facebook, Twitter, and other social media platforms.
  • The capacity to use print media design programs like Illustrator, Photoshop, and InDesign efficiently.
  • Reputable experience in photography and videography.
  • Soft skills include the capacity to operate both independently and in a team.
  • Cooperative, adaptable, and nimble.
