Job Title: Contracts Officer
Work location: Kilombero, Morogoro

The Job Purpose:
The successful candidate will be responsible for assisting in the administration of local procurement contracts in accordance with corporate category objectives, as well as supporting the strategy to optimize contract buying for local purchases. They will also provide analytics on local vendors and marketplaces, manage the supplier/vendor onboarding process, and maintain governance and compliance with procurement controls and standards.
The Specific duties and responsibilities:
- Assist with the implementation and compliance of group negotiated contracts, and identify ways to leverage value within the country.
- Users’ input might help to support the local supplier selection process and bids.
- To manage the development of local bid documents, the tender process, and the analysis of bid outcomes, as directed by the contracts specialist.
- To negotiate local (smaller) contracts and rates, delivery and payment conditions, and quality specifications to fulfill standards and supply targets.
- To manage contract management, including system uploads and signature capture.
- To support in contract administration, resolving supplier concerns / contractual issues, and reviewing supplier contractual duties using KPIs / SLAs specified into contracts (global and local).
- Assist with the planning and preparation of mill and supplier visits in order to better understand and align on future category plans and boost compliance.
- To obtain up-to-date management information by vendor to assess spending and find trends and potential cost savings.
- Assist with assessing local supplier marketplaces against internal demand and identifying potential local providers.
- To track contract application by evaluating surcharge indexes, coordinating planning, and executing monthly reconciliation.
- To review and recommend methods to improve vendor performance across categories.
- When starting the needed commercial processes, make sure you follow the necessary procurement protocols.
- Ensure that all procedures (including purchasing, tendering, and vendor onboarding) are procedurally compliant, and that documentation for audit and SHERQ reasons is available.
- To increase use of e-procurement tools.
- To promote and follow Kilombero’s procedures, rules, and guidelines, especially those related to SHERQ, Competition Law, and Anti-Bribery and Corruption (ABC).
The Job Qualifications and Experience:
- A bachelor’s degree in procurement and supply chain management, or its equivalent, from any accredited institution.
- A 1 (one) year of experience in procurement, purchasing, or supply chain.
- Strong technical knowledge and grasp of procurement processes and supply chain management.
- The excellent communication and interpersonal skills.
- The analytical thinking and problem-solving abilities.
- Capable of working both independently and collaboratively.
- The ability to interact, manage, and collaborate with stakeholders.
The Terms of Service: The successful candidate will be offered a permanent contract.
