Position Title: Country Project Accountant
Reference No: DVV/CPA/022024.
Full-Time starting on July 1, 2024.
Compensation: 3,000,000.00 TZS – 3,500,000.00 TZS (Total Amount Paid).
Job Location: Tanzania’s Dar es Salaam.
The German Adult Education Association, Deutscher VolkshochschulVerband e.V. (DVV), has established DVV International (DVV I) as its Institute for International Cooperation. The major providers of further education in Germany, the roughly 900 adult education centers (Volkshochschulen) and their state associations, are represented by DVV. DVV International offers global assistance for the creation and advancement of long-term frameworks for youth and adult education. For almost 50 years, DVV International, the premier professional association in the fields of development cooperation and adult learning and education (ALE), has dedicated itself to promoting lifelong learning. Its goal is to combat poverty by promoting development, lifelong learning, and education. DVV International is searching for a qualified applicant for the role of Country Project Account in finance and administrative operations.
Summary of Work:
Under the guidance of the Regional Finance Manager and the management of the Regional Director East/Horo Africa DVV International, the Country Project Accountant will be responsible for managing the organization’s daily financial accounts and administrative tasks. These tasks will include working on project planning and budgeting, preparing financial reports, maintaining the organization’s accounts in compliance with donor guidelines and DVV International, making sure the NGO complies with all national fiscal requirements regarding tax, etc., assisting partners in ensuring financial compliance, managing staff payroll processes, and participating in annual audit procedures.
Accountabilities:
Financial reporting and project budgeting:
- Creating monthly/quarterly predictions and the annual budget.
- Creating funding bids and project activity budgets.
- Administration and evaluation of partner fund requests and financial reports.
- Monitoring the project’s financial balance on a regular basis and safeguarding the organization’s liquidity position.
- Make sure that HQ receives all pertinent financial records on a regular basis.
- As they come up, create budgets for seminars and other transient events.
- When needed, provide assistance to the Regional Finance Manager and support the function office with any other associated financial concerns.
Organizational Accounting (per donor and international rules of the organization):
- Keeping up with the paperwork pertaining to financial projects.
- Make sure the inventory list is accurate and that the store’s merchandise is secure.
- All financial transactions must be entered into the accounting software once a month.
- Upload daily transactions to the accounting system, together with the journal, petty cash payment voucher, and check payment voucher.
- Prepare the monthly staff salary payment.
- Follow Tanzania’s national procurement laws when managing the purchase process.
Annual Compliance, Reporting, and Audit:
- Assist with external audits by being ready, following the auditors around, and submitting reports on time.
- Encourage proper funding administration to project partners, other parties, and supporting partners in order to maintain financial compliance.
- Keeping in close communication with the organization’s partners and, if needed, offering advice and instruction on financial processes and needs.
- Making certain that the organization always complies with Tanzanian Revenue Authority regulations.
Education and Requirements:
- A business administration or accounting degree from an accredited university.
- A CPA’s qualification will be an added benefit.
Required Requirements:
- Minimum of three years’ experience working for INGOs in a corresponding capacity in the field of development is required.
- Working as an accountant with government and civil society partners.
- Extensive knowledge of the IPSAS reporting and accounting system.
- High level of computer literacy and proficiency with Microsoft Office.
- Strong familiarity with accounting software on computers.
- Extensive familiarity with and comprehension of Tanzanian administrative, fiscal, and bureaucratic frameworks and laws.
