Concerning the Role:

In the Arusha Region, spanning Arusha CC & Meru DC, YOUTH WINGS is carrying out the Meeting Targets and Maintaining Epidemic Control (EpiC) initiative. The goal of USAID and PEPFAR-funded EpiC is to control the HIV epidemic and keep it there. We are seeking a DATA MANAGER to become a member of our EpiC team.

For YOUTH WINGS projects, the DATA MANAGER will oversee the development and implementation of Monitoring and Evaluation systems and offer technical support. Among the duties include honing the strategy for monitoring and evaluation and making sure that high-quality data is gathered, analyzed, and reported to funders, Tanzanian government agencies, and regional offices. In addition, the position entails managing HIV Community Services teams, making sure program activities comply with standards, and bolstering district and regional HIV M&E Systems.

In order to work sensitively with educators and healthcare professionals, candidates should have experience with HIV/AIDS interventions, especially with groups that are at-risk. They should also have good interpersonal skills. The DATA MANAGER will oversee the effective execution of the EpiC project in Arusha CC and Meru DC, reporting to the PROGRAMME MANAGER.

Principal Accountabilities:

  • Lead a group in providing program management with accurate and timely reports on project activities and outcomes.
  • Work together with the project team to develop and put into place Monitoring and Evaluation (M&E) processes that will allow you to track progress toward program objectives by gathering, organizing, and exchanging data.
  • Make sure that user-friendly data summaries are promptly available for continued program monitoring.
  • Using high-quality data that is regularly collected, assist district and regional initiatives to improve the performance of community-based HIV programs.
  • Create and keep up electronic systems for client program data management and distribution to the federal government.
  • Oversee the timely and thorough transfer of data from paper-based to electronic sources, checking for accuracy and doing routine data cleaning.
  • Monitor referral forms and cross-reference facility registries and databases to confirm results.
  • Maintaining program data integrity requires conducting evaluations of data quality and collaborative oversight with the County Health Management Team (CHMT).
  • Create and provide the central team the necessary monthly, quarterly, and other reports on program indicators.
  • Always make sure that data tools and records are secure and secret.
  • Assist in producing additional required reports and take part in data reporting to the Government of Tanzania (GOT) and funders on a quarterly, semi-annual, and annual basis (SAPR, APR).
  • Exchange of Knowledge: Exchange best practices, lessons learned, and success stories through QI.
  • Ad Hoc Tasks: Complete any additional tasks that the line manager assigns you.

Individual Details:

  • A minimum of three years of solid experience as a DATA MANAGER in HIV prevention, care, and treatment; additional knowledge of HIV community interventions would be helpful.
  • Proficiency in putting HIV/AIDS and sexual and reproductive health programs into practice in Tanzania.
  • Adept at analyzing data using programs like Advanced Excel and Microsoft Power BI. It is recommended if you have experience with CTC2 Analytics and have worked with QGIS or ArcGIS for spatial analysis.
  • Knowledgeable about data management strategies, such as report connectivity through APIs and data cleaning with Microsoft Power Query.
  • Knowledge of MOHCDGEC/PEPFAR data systems, including INFOLINK, DATIM, CTC2 Database, and DHIS (HMIS Tanzania).
  • Strong skills in drafting reports, graphical presentation, and data analysis.
  • Strong interpersonal skills are essential for communicating with a wide range of stakeholders, such as patients, community agencies, interdisciplinary healthcare teams, and practitioners.
  • Adept at results-based management procedures and capable of managing and developing programs using M&E data.
  • Experience running health, HIV, and tuberculosis programs and assisting peer educators in developing their ability.
  • In order to incorporate program priorities into local government procedures, one must have a thorough understanding of the structures and strategic points of contact.
  • Proficiency with Word, Excel, PowerPoint, and Access among other Microsoft Office programs.
  • Strong communication abilities in both Swahili and English, both written and spoken.
  • A bachelor’s degree in information technology, computer science, statistics, or health informatics.
