About the Organization:
A donor-funded financial sector market facilitator, Financial Sector Deepening Tanzania (FSDT) was founded in 2004 with the goal of reducing poverty through a transformative financial sector that provides inclusive and sustainable financial solutions to enhance the well-being and empowerment of marginalized Tanzanians. The Market Systems Development (MSD) strategy, which seeks to create market systems that benefit the disadvantaged by providing them with opportunities and capacities to improve their lives, serves as the foundation for FSDT’s work.
Since women and young people have been found to be the most economically marginalized market groups in the nation, they are currently our primary target markets. FSDT is committed to helping the financial industry provide inclusive, high-quality financial solutions that address young people’s and women’s financial needs.
We intend to bring about the following changes in the market through FSDT facilitation:
Enhanced frameworks for laws and regulations, policies that support gender equality, and financial and economic possibilities for young people and women.
Increased accessibility to pertinent financial sector infrastructures, which will enable players in the industry and other stakeholders to better address the needs and goals of young people and women.
Financial service providers are creating and expanding responsive, creative financial tools and solutions for women and young people in order to advance welfare, empowerment, and equality.
Increased capacity and self-assurance for women and young people to seek and apply financial solutions.
In order to support FSDT’s DFS & Infrastructure Development activities, the DFS Specialist will be in charge. He or she will assist in planning, carrying out, overseeing, and documenting initiatives that span the real and financial sectors. Working closely with public, private, and development stakeholders, the individual will play a key role in managing DFS, health technology, and digital public infrastructure projects. They will also be responsible for staying up to date on global developments in DFS, health technology, and digital public infrastructure to provide accessible and functional digital finance services.
Primary Accountabilities:
KRA1: Creating an Effective Intervention and Putting It into Practice.
assistance with the planning, execution, oversight, and documentation of DFS and DPI (Digital Public Infrastructure)
Interventions:
Recognize the global innovation and evolution trends in DFS and DPI, and make sure your findings inform FSDT’s financial sector initiatives.
Provide technical assistance and guidance in close collaboration with implementing partners (IPs) to enable them to make meaningful contributions to the growth of financial markets, inclusion, and employment creation.
Assist in the development of interventions and flexible management strategies throughout project execution to guarantee the successful completion of significant initiatives aimed at transforming the nation’s financial industry.
Maintaining DFS and DPI interventions requires efficient project management to provide desired outcomes, reduce risks, guarantee accurate reporting, and provide flexible supervision.
Participate in program evaluations, visits, and research as needed to manage project performance adaptively and accomplish desired results and impacts.
In order to guarantee efficient and comprehensive operations, you should help establish and preserve important connections with public, private, and development partners, such as the central bank, government organizations, other supplementary development agencies, and financial service providers.
Work closely with the Monitoring Results and Measurement (MRM) team to make sure that data is collected, results are analyzed, and improvement opportunities are identified in a way that:
If the intended outcomes have been attained, add to the plans for public awareness-raising.
Contribute to corrective actions like changing the strategy if the intended results are not being obtained, and support periodic reviews of the theory of change as needed.
Take part in and make contributions to the intervention design process, which is supervised by the lead DFS and infrastructure development.
Contribute specifically to the creation of business plans, strategies, and project drafts.
Approval Requests (PAR) help identify instruments that can stimulate the development of inclusive financial markets, namely in those cases where they are likely to generate specific real sector advantages. They also aid in the implementation of plans to draw in potentially effective implementing partners.
Assist in the onboarding of IPs for the approved interventions by conducting a capacity assessment, communicating with the assigned Project Accountant to guarantee the smooth execution of the contracting and due diligence processes, and ensuring that partners receive an excellent briefing on FSDT’s project/grant management protocols.
Assist in creating cash-flow projections and budgets that will meet partners’ capacity constraints, guarantee project success, and meet fund utilization goals.
KRA 2: Knowledge management, relationship building, advocacy, and communications.
Participate in the creation and execution of an inventive Knowledge, Communications & Influencing plan for the advancement of digital innovation and the development of digital infrastructure:
Build on the ecosystem analysis and stakeholder mapping to support the lead DFS and Infrastructure Development by establishing specific objectives for changing the mindset or behavior of stakeholders. Collaborate with the Communications Manager to translate this comprehension into a workable action plan.
Assist in the creation and execution of plans and interventions aimed at persuading people to adopt pro-poor and pro-development financial behaviors by changing their perspective.
Participate in campaigns, write content for written materials or websites, and other ways to help implement the communication strategy.
Participate in the creation of knowledge management resources and yearly and quarterly reports/newsletters.
Collaborate with the Knowledge Specialist to support knowledge management objectives.
KRA 3: Risk and Resource Management
Follow the lead DFS and Infrastructure Development, Project Accountant, and MRM’s instructions to help secure, manage, and protect program resources:
Assist in creating program/project budgets and follow FSDT protocols to properly manage project finances and meet value-for-money objectives.
Assist in the sub-granting procedures and communicate with IPs to make sure they follow FSDT’s financial guidelines and funders’ accountability criteria.
In order to facilitate the procurement of products and services necessary for the implementation of each intervention, communicate with the HR & Corporate Services Manager and make sure that all applicable regulations and procedures are followed.
To ensure successful interventions, develop and implement comprehensive risk management methods for DFS and DPI initiatives that are currently under implementation.

Job Qualifications:
- A bachelor’s degree in a relevant discipline is the minimum.
- A benefit are additional professional credentials and pertinent accreditations.
- Project management certification (such as PMP/PRINCE2) is an added benefit.
Experience That Matters:
- At least five years of professional experience, preferably in the fields of DFS, health technology, digital public infrastructure, and market infrastructure (e.g., mobile network operator, fintech company, financial service provider with a DFS focus).
- Proficiency in collaborating and exerting influence on significant external parties, such as Implementing Partners, while offering experience-driven guidance and project management assistance.
- Proof of prior achievements in overseeing digital innovation or developing digital infrastructure.
- Familiarity with key figures in Tanzania’s financial sector development (desired).
Essential Technical Knowledge & Skills:
- A comprehensive comprehension of the ways in which digital finance, health technology, and infrastructure development can enhance the well-being, resilience, and standard of living of Tanzanian women and youth.
- Strong and broad technological background in pertinent domains, such as digital payments, digital infrastructure and payments, process mapping and analytics, health technology and products, and digital technologies and applications.
- Familiarity with national payment systems, such as those that are instantaneously compatible and others that are similar.
- Knowledge of monitoring and results management principles and procedures; experience implementing projects with quality assurance and tracking milestones.
- Excellent in both written and spoken Swahili and English.
