Job’s Overview:
The Finance Director will be in charge of all financial and operational aspects of the project, including managing financial systems, creating program budgets, producing financial reports, keeping track of spending, working with the sub-awards administration to manage finance and operational issues, working with the procurement and vendor management teams, keeping an eye on the project’s inventory and supply chain, and providing support to regional office finance staff.
As the point of contact, s/he will make sure that the project office finance systems are well-established, adhere to donor specifications, and follow local laws and ordinances. As a member of the senior management group, s/he will support the strategic leadership of the project office.
With the project office and other Tanzanian partners, s/he will act as the main point of contact for finance and operations. The Finance Director, as a member of the senior management group, will support the strategic direction of the project office. The project’s operational and financial procedures will also be developed, put into place, and strengthened by the finance director.

Accountabilities:
Overall:
- Oversees and directs the project’s administrative and financial processes.
- As needed, assist with project start-up, close-out, and the opening of additional offices.
- Contribute to the creation and execution of project-specific SOPs, administrative protocols, and financial management strategies that adhere to donor and institution operating systems and rules.
- Provide leadership, direction, and counsel on project-related financial and operational matters as a member of the senior management team. Improve financial and operational assistance by collaborating closely with the Chief of Party and other senior project personnel.
- Oversee and guide the finance personnel.
- Verifies compliance with all administrative, financial, and personnel rules and processes, as well as local laws and regulations.
- Determine compliance and risk issues and inform the Chief of Party of them as needed.
- Give general direction and assistance in resolving the identified compliance issues. Collaborate with the Chief of Party to proactively detect and handle project risk.
- Review suggestions made by internal auditors, internal review teams, external auditors, and donors on a regular basis, and make sure that any deficiencies identified are followed up on.
- Guarantees that the project is always prepared for financial reviews and audits.
Money (Finance):
- Oversee the application of standards and controls throughout the financial system. Examine and keep up a robust internal control framework to guarantee accurate financial reporting. To maximize the processing of financial transactions and necessary financial reporting, monitor and modify the project financial system. Oversee the financial and accounting facets of the work of project finance managers, finance managers, and operations managers.
- Under the direction of the manager of grants, contracts, and strategic partnerships. Examines and offers comments on award documents, modifications, and other legally binding documents that other parties have provided for the project.
- Helps project personnel create annual budgets and work plans for program activities and local office expenses. creates yearly work plan budgets and collaborates closely with project personnel to create budgets for awards that are both present and future. Prepare any projected budget changes and answers to donor inquiries from the outside world as well as internal inquiries from the project’s management team. Collaborates with the Chief of Party and other high-ranking personnel to guarantee adherence to regional statutes and mandates, particularly with income tax and payroll, VAT, and numerous regulatory agencies and examinations.
- Works with technical staff to keep an eye on the project’s burn rates and costs. In charge of creating predictions and other financial reports for management decision-making, as well as confirming all project expenses. Make sure the facts, the due diligence assessment, and the follow-up have financial integrity.
- Assist the manager of grants, contracts, and strategic partnerships in making sure that all subrecipients are chosen, overseen, and reported on in accordance with the project’s guidelines. Closes out subawards and makes sure that final reporting is completed on time in collaboration with the program team and finance.
- As requested by donors and/or management, prepare quarterly reports, pipeline, predictions, consolidated annual fiscal report, and any other financial reports. act as a financial intermediary for contributors at the national level.
- Checks RIF balances and cash flow on a regular basis to make that project expenses are within the budget set for the country office.
- Handle yearly funding cycles in a proactive manner, making sure that all project-related costs are documented before the funding period ends.

Essential Requirements:
- Master’s degree in business administration, finance, or accounting.
- Nine years or more of program management experience with USG funding.
- Outstanding accounting and financial abilities.
- Accustomed to using the accounting program QuickBooks.
- Computer proficiency (including Microsoft Word, Excel, and PowerPoint)
- The capacity to handle multiple important tasks at once with effectiveness.
- Aptitude for using Microsoft Office software.
- Excellent interpersonal, written, and verbal communication skills (local language preferred; English necessary).
- Capability to operate both individually and collaboratively in an unstructured setting.
- Maintain secrecy when handling employee compensation.
- Experience working for international organizations and non-governmental organizations (NGOs), ideally with USG funding.
- The ability to travel inside the country as needed.
