Synopsis of Division:
Malaria and Neglected Tropical Diseases; Global Health Security and Public Health Preparedness; Non-communicable Diseases: Strengthening Health Systems: Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care: Reproductive, Maternal, and Child Health and Family Planning are among the areas of focus for the Global Health Division (GHD). Project Overview:
The USAID-funded Tanzania Malaria Vector Control Activity (MVCA) is presently taking applicants for a Finance and Administration Director position. applicants can be sent to RTI International’s Global Health Division. With regard to this Activity, USAID | Tanzania will assist the Tanzanian government with its vector control initiatives, particularly with regard to the dissemination of durable insecticidal nets, social behavior modification outreach, entomological surveillance, and operational research. Along with enhancing current ties between district and community platforms and the business sector, the activity will aim to guarantee that the population at risk of malaria receives appropriate vector control interventions.
Description of the Position:
The Director of Finance and Administration will be in charge of managing the financial and administrative aspects of MVCA while making sure that all contractual obligations, as well as RTI and USAID guidelines, are followed. The job will be located in Dar es Salaam, Tanzania, at RTI.

Duties:
Your main duties will consist of, but not be restricted to:
- Oversee all MVCA financial and administrative matters and guarantee adherence to USG and RTI accounting and financial policies and guidelines.
- Oversees the creation and submission of the monthly financial statements, which include the payables, expenses, and accounts receivable.
- Makes certain that bank reconciliations, wire transfer requests, and expense reports are sent to the US corporate headquarters on schedule.
- Creates pipeline projections that give a summary of the Activity’s financial situation, as well as monthly, quarterly, and annual spending plans.
- Creates biweekly cash requirements, keeps an eye on cash flow, and reconciles cash accounts to keep the right amount of cash on hand.
- Oversees the administration of payroll, procurement, and human resources for MVCA.
- Makes certain that the right record-keeping practices and financial management systems are in place in order to allocate, account for, budget, report, and have sufficient internal controls.
- Gives technical support as needed to help local subcontractors and other grantees develop their financial management capabilities.
- Examines financial and technical proposals from regional partners; this includes establishing yearly budgets and checking financial spending reports for correctness and budgetary compliance.
- Implements and keeps an eye on economical, effective processes and procedures.
- Assist the MVCA Chief of Party and other team members in closely coordinating the efficient use of resources.
- Oversees team members of the MVCA’s financial and administrative support directly.
Requirements:
- A graduate degree in finance, economics, or business administration
- Accredited Public Accountant
- A minimum of seven years of senior-level experience overseeing finance and administration in projects and grants financed by USAID, with ten years of experience managing projects of a comparable size, complexity, and environment—experience in Tanzania is preferable.
- Demonstrated proficiency in finance, accounting, and auditing, as well as in program decision-making regarding cost principles, rules, and regulations and grant compliance monitoring.
- Outstanding record of management, supervision, and leadership abilities.
- Proven track record collaborating with technical personnel to guarantee precise and efficient resource distribution.
- Outstanding history of timely and accurate reporting to partners, donor agencies, and other stakeholders
- Working knowledge of accounting and procurement tools, as well as familiarity with the Microsoft Office Suite (QuickBooks experience desirable).
- Strong communication skills in written, oral, and interpersonal settings.
- Swahili fluency; proficiency in written and spoken English communication.
- The capacity and willingness to travel inside Tanzania.
