Job Title: Finance and Human Resources Manager

The Background:

The Environmental Management and Economic Development (EMEDO), with technical and financial assistance from the Royal National Life Boat Institution (RNLI), is carrying out the “Lake Victoria Drowning Prevention Project (LVDDP)” in Muleba Musoma DC, Ukerewe, and Nyamagana Districts.

The project aims to eliminate drowning risk factors in fishing communities near Lake Victoria. The project works at both the community and national levels, promoting awareness among decision-makers and policymakers from various sectors, development partners, and relevant non-governmental organizations.

 

To ensure the successful implementation of this project, EMEDO is looking for a skilled, experienced, motivated, and dynamic candidate to fill the post of Finance and Human Resource Manager. The role will guarantee that financial systems are strong, transparent, and inclusive, while also meeting employees’ requirements through a strong commitment to gender equality and social inclusion (GESI).

 

 

The key responsibilities:

Finance:

  • Create and maintain a finance system that complies with international audit standards and encourages accountability, transparency, and inclusion.
  • Make sure that all applicable government taxes are paid on schedule, in accordance with national legislation and procedures.
  • To establish and maintain effective financial controls and systems, ensuring that all financial processes reflect gender-responsive budgeting.
  • Make sure that EMEDO procurement procedures are followed, with a focus on selecting vendors who promote diverse and inclusive practices, particularly those owned and operated by women and underrepresented communities.
  • To provide monthly updates to the Executive Director and contributors, making sure that financial reports are transparent and include GESI-related expenses.
  • Create and maintain banking relationships, as well as oversee currency management, to provide risk minimization due to currency changes.
  • To reconcile monthly expenditures, ensuring that all resources are managed efficiently, with an emphasis on equitable allocation and gender inclusion in the finance management system.
  • To provide financial advise and capacity building to EMEDO workers, with a focus on boosting financial literacy among women and marginalized populations.
  • To lead the project and organizational budgeting processes, ensuring that gender and social inclusion considerations are incorporated into budget planning and expenditure categorization.
  • To oversee day-to-day financial operations, including transparent cash flow management (cash disbursements and collections) that meets GESI objectives.
  • To collaborate with Program Managers and Officers to ensure that budget management is consistent with project objectives, particularly those relating to gender equality and social inclusion.

 

 

The Human Resource Responsibilities:

  • To support staff recruiting practices that promote diversity, gender equality, and inclusivity at all levels of the business.
  • To oversee the employee orientation, development, and training programs to ensure that all employees have the necessary GESI skills and knowledge.

 

 

To Lead the performance management process and ensure that:

  • The Annual staff goals and job descriptions include GESI-focused objectives.
  • The performance tools evaluate contributions to gender equality and social inclusion.
  • The Mid-year and final appraisals are completed in accordance with GESI goals and schedules.
  • An appraisal documentation are correctly completed and preserved, assuring confidentiality and fairness.
  • Leave records, including maternity/paternity and other gender-related leaves, are well-maintained and in line with gender-sensitive policy.
  • To collaborate with program managers to ensure that staff contracts include GESI considerations.
  • To promote workplace well-being and safety by ensuring adherence to policies that prohibit harassment and foster a safe and inclusive work environment.

 

Make sure that the organization’s human resource policies (leave, maternity, paternity, and gender equity) are gender-sensitive and fully implemented throughout all offices.

 

 

The Qualifications, Experience, and Attributes: Minimum qualifications:

  • Bachelor’s degree in accounting, finance, or a similar discipline, plus at least seven years of relevant job experience.
  • A minimum of (at least) five (5) years of experience as a Country Finance Manager, overseeing accounting and financial systems for non-profit development programs.
  • The 3-5 years of experience providing administrative support to multinational and local organizations, including procurement, contract management, and human resources issues.
  • A proficiency with QuickBooks multi-currency accounting software, as well as field accounting expertise.
  • A solid (strong) organizational and leadership abilities, with a track record of managing diverse teams and promoting gender equity in the workplace.

 

 

The desired experience:

  • An extensive experience working in the NGO/charity sector or for an audit company with financial management responsibilities.
  • Demonstrate experience working in development and/or emergency settings, with an emphasis on meeting the needs of marginalized groups such as women, youth, and the disabled.
  • Knowledge (understanding) donor compliance standards and the ability to handle money within donor guidelines while maintaining a GESI-sensitive strategy.
    The strong understanding of safeguarding problems, particularly how to protect vulnerable populations like children, women, and marginalized community members.

 

 

The Skill and Attributes:

  • The strong analytical abilities, attention to detail, and the ability to identify financial risks and possibilities in the context of gender equality and social inclusion.
  • An excellent communication skills, with the ability to articulate financial facts to a wide range of stakeholders, including donors and marginalized groups.
  • HR skills were demonstrated, with a focus on inclusive staff development and management approaches.
  • The ability to work in a dynamic environment and adjust to changes in project priorities while remaining GESI-sensitive.
