Under article 7(iii) of the General Agreement between the United Republic of Tanzania and the Kingdom of Belgium on Development Cooperation, Enabel is the Belgian Development Agency that operates in Tanzania. It is a public law company with social goals. The Belgian Minister of Development Cooperation adopted the Country Strategy for the Belgian Bilateral Cooperation Program in Tanzania 2023–2027 on July 15, 2023. The program is expected to run for five years, from 2023 to 2027. In order to optimize impact, efficiency, and synergy, the plan is clearly focused geographically on a few chosen areas within the Kigoma region.
For this reason, Enabel is looking to hire a motivated and capable person to take up the following position:
Position: Finance Officer Grants
Job Summary:
Your role as a Financial Officer Grants is to oversee 1) the control of fiduciary risks in the context of grants and 2) the quality of financial information of the grants with beneficiary partners in order to contribute to the timely and compliant achievement of the intervention’s objectives. You will be reporting to the Financial Controller for Enabel in Tanzania.
Among the particular duties are the following:
- Encourage budget planning and oversight in order to guarantee excellent budgetary management of the Enabel awards.
- Provide all financial support needed for the partners and Enabel colleagues to sign a grant.
- Make sure the grant installments are paid correctly and on schedule by keeping an eye on treasury operations.
- Generate accurate, timely budget monitoring reports on a regular basis that include analysis and suggestions.
- Examine operating and activity costs and offer suggestions for more effective financial management.
- Increases grantees’ ability to work with the financial controller to guarantee value for money and efficient use of Enabel resources.
- Assist each beneficiary partner upstream with customized support to help detect and minimize any gaps or hold-ups in grant execution.
- To identify risks and lessen their impact, analyze fiduciary risks, keep an eye on internal controls, and evaluate action plans.
- Assistance in audit planning and execution.
- Increase the capability of partner organizations with the goal of helping them enhance their personnel’s skills, organizational structure, and financial systems and processes.
- Verify and counsel the grantees regarding their financial adherence to the policies and guidelines for grants management.
- Ad hoc assistance with all financial and administrative tasks for the financial controller.
Prerequisite Education, Training, and Experience:
- A bachelor’s degree in finance, accounting, business administration, or a related field.
- Five years minimum of expertise in grant management, accounting, and finance.
- Experience in applying and streamlining the grant administration process, budgeting and accounting, recording payments and expenses, creating progress reports, making sure grant regulations are followed, evaluating grant proposals, maintaining grant databases, and other related tasks.
- Established track record in training and capacity building.
- Strong financial analysis and budget management skills.
- Advanced proficiency with Word and Excel.
- Capable of handling stress well and adjusting to a multicultural workplace.
- Proactive and independent, enjoys working in teams, has outstanding organizing abilities, and takes a thorough and exacting approach.
Particular skills or information deemed advantageous:
- Familiarity with donor agencies’ grant management procedures.
- An important advantage is prior experience working with an international cooperation organization and familiarity with the background of our intervention regions, particularly the Kigoma region.
- Expertise in following up on audits.
- Knowledge of the education or support sectors in the private sector.
- Aptitude for organization.
