We are looking for a Finance Officer for a five-year USDA project in Tanzania that will grow and transform the chicken value chain of small and medium-sized enterprises (SMEs) into a sustainable commercial business. The project will strengthen the feed sector by incorporating appropriate agricultural technologies, improving animal health management practices, increasing capacity in agricultural finance services, and strengthening extension and service providers in Mbeya, Iringa, Songwe, and Rukwa. The role will be headquartered in Mbeya, Tanzania.

The Finance Officer (FO) reports to the Finance & Administration Director and is responsible for managing financial transactions, budgeting, preparing financial reports, and supporting overall financial operations in accordance with organizational rules and procedures and internationally accepted accounting standards.
The Roles and Responsibilities:
- To prepare financial transactions, such as payment requests, and enter them into accounting software.
- Create/ prepare monthly cash advance requests for office operations based on feedback from country managers.
- To extract and combine reports from financial systems to help country managers create financial reports for submission to headquarters.
- The payroll should be processed and payments sent following appropriate review and approval. Prepare payments and file taxes, including any relevant withholding taxes and returns.
- Examine advance requests and reconciliations/expense reports for accuracy.
- Tracks advance repayment and enforces reconciliation policies.
- To manage petty cash.
- To maintain a filing system (both hard copy and electronic) for supporting documentation such as payment and receipt vouchers, payroll vouchers and related tax documents, bank statements and reconciliation, and so on.
- To perform administrative procurement operations such as file administration, estimate/bid collection, and vendor vetting reports.
- To implement the contractual terms for ordering, receiving items, confirming service fulfillment, and making payments.
- Plan logistics for staff travel, events, and workshops.
- Complete administrative jobs in the office.
- Assist with auditing by collecting and organizing necessary papers.
The Education and Experience:
The ideal candidate should have a bachelor’s degree in finance, accounting, or a similar discipline; professional qualification (e.g., ACCA, CPA) is preferred. S/he should have at least three years of related experience and be proficient with financial software and tools such as Quick Books or MIP Word, Excel, PowerPoint, Outlook, SharePoint, and web browser software.
In addition, s/he should be able to present and communicate effectively, including good written and spoken English and Swahili. Project accounting, tracking, and monitoring, as well as writing, editing, typing, and filing, require meticulous attention to detail.
The candidate should be able to work well both independently and collaboratively. S/he should be able to prioritize, organize, and complete various tasks efficiently. The candidate must also be able to collaborate with varied groups of people in a multicultural, team-oriented setting.
Experience in office administration and working for an international NGO are advantageous.
