The Job Description:
The Finance Officer will be part of the “Programme Management Team,” which is in charge of ensuring that Shule Bora’s financial, operational, and administrative components run well.
The Finance Officer will be responsible for ensuring the efficient administration of financial operations. He/she will collaborate closely with the Project Manager, Administrative Officers, and Technical Team, as well as the team in Dodoma and other places. He/she will assist the Finance Manager in recording and retrieving financial information for the organization, such as maintaining financial records, processing payments, cash management, and reconciliations. The primary roles and responsibilities will be the following:
Project Monitoring and Reporting:
- Assist the Finance Manager in developing projections and budgets for work activities based on estimations from the Rolling Work Plan (RWP). This includes gathering activity costing information and assisting with the compilation of working estimates.
- To ensure that the programme management team has access to timely, accurate, and suitable information.
- To carry out any other duties that may be required for programme delivery.
Cash Management:
- To assist with the compilation of bank reconciliation statements and ensuring they are examined and approved for submission by the deadline.
- Assist with timely bank transactions and depositing checks into vendors’ accounts.
- Be responsible for petty cash management and the frequent reconciliation of cash balances for evaluation. Accountable for cash count and reporting results to management.
- Be responsible for recording cash and transactions in the appropriate bank or cash book. Ensure that records are available for regular review and are up to date to meet the deadline for submission to the UK headquarters.
- Support the payment and disbursement of cash payments, such as per diems. To create payment reconciliation and associated documentation for suitable retirement.
Accounts payable:
- To assist with the generation of a vendor list and the collection of vouchers for batch processing in the financial system.
- To assist with the preparation of all payment vouchers and cheques, as well as ensuring that all uncontested invoices are settled punctually.
- To check and ensuring that all payment vouchers meet the minimal audit requirements, including approvals and accompanying paperwork.
- To ensure tax compliance, particularly with regard to withholding tax under the relevant regulations.
Audits:
- To assist the Project Accountant and Accounts Clerk with the preparation and subsequent actions for external (e.g., client) and internal audits, as needed.
Other:
- Implement the Mott MacDonald Business Management Systems (BMS) protocols, including health, safety, and security, as specified by Cambridge Education/Mott MacDonald for the project.
- To contribute as needed to programme reporting in the areas mentioned above.
- Encourage healthy work ethics, excellent governance, and anti-corruption behaviours.
- Carry out other duties as assigned by the Programme Manager.

The Candidate Specifications:
Required Skills:
- Outstanding numeracy and accounting skills.
- An experience working for an international organization, preferably in the development/humanitarian area.
- An experience with budget management.
- Excellent IT abilities and knowledge of Microsoft Office systems.
- Both excellent in oral and written communication abilities in English.
- The attention to detail and precision.
- Capability to plan ahead and generate reliable information.
- The willingness to be flexible and respond quickly to assist colleagues in the Kampala office as needed.
- The experience working in environments with various cultures and practices.
Job Qualifications:
- Educated to degree level or equivalent in accounting, finance, or a similar area.
- A significant applicable work experience in a comparable field.

Shule Bora attempts to improve the quality of Tanzania’s pre-primary and elementary schools. There are four key aims: enhancing learning outcomes for all children, increasing girls’ transition rates to secondary schools, ensuring children’s safety in and around schools, and assisting children with disabilities in obtaining a quality education. If successful, Cambridge Education will design and implement Shule Bora in Tanzania for six years, from March 2021 to March 2027.
