Concerning the UONGOZI Institute:

The Office of the President of the United Republic of Tanzania oversees the regional leadership development center known as the Institute of African Leadership for Sustainable Development, or UONGOZI Institute. Following suggestions from the Helsinki Process on Globalization and Democracy (2002-2008), which the two governments co-chaired, the Institute was founded in 2010 by the governments of Tanzania and Finland. Its goal is to empower African leaders to provide inclusive, sustainable solutions for their countries and the continent at large. The Institute’s approach to capacity building is comprehensive and mutually supporting, acknowledging that leadership skills are acquired via an ongoing, lifelong learning process. Its two strategic pillars, leadership and sustainable development, are handled in four major areas: executive education, policy dialogues, action-oriented research, and technical support. It serves organisations as well as individuals from the governmental, private, and civil sectors.

 

 

The Job Position Summary:

The Head of the Procurement Management Unit (HPMU) develops an overarching strategy, prepares, and executes materials management activities for the Institute. This entails providing leadership in procurement and supply, supplier relationship management, cost optimization, and risk reduction to help improve operational efficiency. The HPMU reports directly to the Chief Executive Officer.

 

 

The duties and responsibilities:

  • To oversee the development and implementation of annual procurement programs.
  • Manage the tender process in accordance with established processes.
  • Lead the development of procurement contracts in accordance with procurement laws and regulations.
  • Maintain and manage procurement contracts while cultivating positive relationships with vendors and suppliers.
  • To advise user directorates, units, and sections on acceptable procurement and asset disposal practices.
  • Advise the CEO on different procurement concerns, such as purchasing and inventory management.
  • To create and implement disposal strategies in accordance with procurement rules and regulations.
  • To oversee the procurement processes and procedures necessary to ensure compliance with national laws and regulations.
  • To serve as the focal point for cultivating and developing cooperation with relevant agencies and partners, such as the Public Procurement Regulatory Authority (PPRA).

 

 

Job Qualifications:

  • The applicant must work in the public sector (government ministries, agencies, and departments).
  • A master’s degree in procurement and supply management, material management, or business administration with a focus on procurement and logistics management, or equivalent comparable qualifications from a recognized university.
  • Must be a Certified Procurement and Supplies Professional (CPSP) or equivalent, and PSPTB-registered in the Authorised Professional category.
  • At least ten (10) years of experience, with five (5) of those years spent in public procurement management at a commensurate senior level of responsibility.
    Fluent in English and Kiswahili.
