How are you going to combat for a generation free of AIDS?

The Human Resources Officer will assist in the daily management and administration of the human resources function, working under the general direction and control of the Senior Human Resources and Administration Manager. The incumbent makes sure that HR initiatives support the changing HR requirements of the national program and are in line with the mission, values, and long-term business plan of EGPAF. Supporting the growth and retention of a high-performing workforce and a learning culture is the position’s main goal.

 

At EGPAF, no two days are the same, but what can you anticipate in this position?

  • Manage the hiring process, which includes determining the number of employees needed, creating and publishing job openings, monitoring and reporting on the hiring process, screening, shortlisting applications, scheduling interviews, and assisting with the onboarding, training, and termination of new hires.
  • In order to coordinate HR policies and procedures for employee terms and conditions of service, pay, and benefits—such as life insurance, medical plans, social security, and staff welfare—work with the senior HR representative and the administrative manager.
  • Maintaining correct monthly data validation and organization charts is essential to ensuring complete and current employment documentation and the confidential management of employee information.
  • Work promptly with all staff members to guarantee that organizational material is acquired, appropriately filed, and updated as needed. This includes receiving important HR documents including job descriptions, employee handbooks, and updated contracts.
  • Organize staff learning and development initiatives, such as yearly staff development plans, and prepare monthly reports for monitoring and responsibility.
  • In cooperation with the Senior Human Resources and Administration Manager, prepare and submit monthly HR reports to worldwide HR, making sure they are accurate and submitted on time.
  • Make sure that all internal rules and processes, as well as any applicable labor laws and external regulatory requirements (such as WCF, HSLB, and NSSF, among others), are followed.
  • In cooperation with SHRAM and in partnership with project offices, uphold the code of conduct and foster a courteous workplace. Encourage adherence to upholding safety, tolerance, and respect for one another while making sure that any problems are resolved in accordance with HR guidelines.
  • Every payroll calendar month, collaborate with the payroll administrator to ensure that all necessary adjustments are made and that the data in the EGPAF payroll system corresponds with the personnel records.
  • Verify that the HR data is current by conducting an audit of the personnel information system.
  • Serve as the focal point for national security and safety. Ensure that the Business Continuity Plan and Call Tree are regularly updated.
  • By educating employees on goal-setting and the performance management system, as well as encouraging and guiding them to finish the process within the allotted time, managers can oversee and expedite the timely execution of the performance appraisal system.
  • Provide prompt HR administrative assistance to staff members upon request for information about bank loans, cover letters, and employee updates regarding social security contributions.
  • Throughout the year, manage the employee service awards in collaboration with the IHR point of contact.
  • Perform any additional responsibilities that the supervisor may from time to time give you in relation to the HR and administration departments.

 

In order to succeed, you’ll need:

EDUCATION:

  • A bachelor’s degree in sociology, business administration, or human resources, or a similar field.
  • Master’s degree in relevant discipline or above is advantageous.
  • Global Accreditation in Human Resources.

EXPERTISE AND KNOWLEDGE:

  • Five years of experience in a related field.
  • An advantage is previous job experience in a multicultural environment with non-governmental, government, or international humanitarian organizations.
  • Being familiar with international HR procedures is advantageous.

 

Competencies:

  • Proficiency with Word, Excel, PowerPoint, Outlook, and email among other Microsoft Office programs.
  • Prior expertise with performance management and HR information management solutions.
  • Ability to pay close attention to details and arrange documentation methodically.
  • Patient, eager to pick up new skills, stakeholder-focused, discrete, ethical, and patient.
  • Intercultural communication abilities.
  • Talent management and recruitment abilities.
  • Knowledge of Tanzanian employment regulations and compliance with them.
  • Leadership abilities and team engagement.

In Tanzania, the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) started funding HIV and AIDS initiatives in 2003 and opened a national office the following year. Since then, the President’s Office Regional Administration and Local Government, the Ministry of Health Community Development, Gender, Elderly and Children, and the EGPAF have worked closely together to expand the program’s reach to include high-quality, comprehensive, and integrated HIV, GBV, TB, and family planning services in the regions it supports. The U.S. Agency for International Development was recently awarded to EGPAF in partnership with consortium partners Amref Health Tanzania, Engender Health, D-tree International, and Matchboxology.

Tanzania/USAID In order to close service delivery gaps in HIV, TB, and family planning (FP), Afya Yangu Northern is built on client-centered approaches. Additionally, local stakeholders’ capacity is continuously being built and transferred to ensure sustainable and national leadership. In the early project years, USAID Afya Yangu Northern will place a strong emphasis on direct service delivery throughout all regions, making sure that gaps in epidemic control are found and that specialized solutions are created to address the needs of vulnerable people.
