Media Council of Tanzania (MCT)
The Media Council of Tanzania (MCT) is an independent, voluntary, and self-regulating body whose mission is to promote media freedom while maintaining the highest professional standards and media responsibility in the United Republic of Tanzania.
The MCT is implementing its four-year Programme Strategy (2023-2027), which aims to broaden the boundaries of freedom of expression and the media while also promoting professionalism and accountability to ensure that Tanzanian media contributes effectively to the country’s development and democratic processes.
As part of the implementation of its strategy, MCT would want to hire a professional Tanzanian to fill the position of:-
Job Title: Programmer Manager
The Overall Responsibilities:
This is a senior managerial post. The Programme Manager, who reports to the Executive Secretary, is responsible for overseeing programme implementation and leading the team in implementing MCT activities such as advocacy, mediation and arbitration, media monitoring, and a press freedom violation register, as well as projects with specific outputs.
Employee duties and responsibilities:
- To oversee and ensure that the Council’s programming activities are carried out in accordance with the programming Strategy and approved annual work plans.
- To provide help to the Executive Secretary (ES) in resolving complaints raised against media outlets at Secretariat level.
- To assist the Executive Secretary in discovering, building and maintaining useful networks.
- To assist the Executive Secretary with Fundraising for Council Activities and Sustainability.
- To take the lead in R&D activities.
- To take the lead on Council advocacy activities.
- To develop and implement a communication strategy.
- Make sure that the Code of Ethics for Media Professionals is up to date.
- To identify and notify the ES of any difficulties or anomalies encountered while carrying out programme operations.
- To participate in and provide valuable feedback to Management Team and Tender Board discussions.
- To liaise with the MCT Zanzibar office to ensure that Programme activities on the Isles are carried out effectively and on time.
- To supervise and mentor programme officers, other staff, volunteers, and interns as needed.
- Create departmental plans and budgets, as well as engage in the Council’s planning, review, and budget processes.
- Make sure that the work of hired programme consultants, contributors, and editors meets high quality and standards.
- To prepare assessments of policies and media laws.
- To provide technical support to government officials, MPs, MHRs, and relevant House Standing Committees on MCT-related issues.
- To liaise with media stakeholders and all those involved in the media sector to ensure appropriate interventions.
- To oversee the implementation of NACTE-validated standardized journalism curricula and benchmarks for certificate, advanced certificate, and diploma levels (NTA levels 4–6).
- To oversee the preparation and production of the annual State of the Media Report.
- To write activity reports and preserve records of them.
The Key Qualifications and Experiences:
- A bachelor’s degree or equivalent with 8 years of experience in journalism, mass communication, law, or related social sciences.
- A related Masters degree would be an added benefit.
The Competencies:
- A thorough awareness of media self-regulation, press freedom, and free expression problems.
- A broad understanding of Tanzania’s media sector dynamics.
- Demonstrates strong management and administrative skills.
- A proven experience as well as expertise in advocacy.
- The ability to lead in a participatory, roll-up-your-sleeves style.
- A strong analytical skills.
- Excellent written and oral communication abilities in English and Kiswahili, as well as the ability to create short reports.

Job Title: Senior Finance – Volunteer
Answers to/ Reports to: Executive Secretary
The Overall Responsibilities:
To guarantee that MCT’s accounting and financial management adhere strictly to MCT financial rules, regulations, procedures, donor agreements, IFRS/IPSAs, and best practices. Provide timely and accurate financial and management reports, as well as high-quality advise on finance and financial management.
The Specific responsibilities:
- To provide technical guidance to the team on how to prepare plans and budgets that make the best use of available resources.
- To assist in developing project budgets and fundraising.
- To oversee the creation of financial reports and submission to the Executive Secretary.
- To review and create financial management reports, such as monthly, quarterly, semi-annual, and yearly reports.
- Make sure MCT follows tax rules and regulations, as well as other statutory requirements.
- A periodically verify the accounting package’s operations to ensure that all information is entered correctly on a daily basis.
- Make sure that all financial papers are consistent with practice, market completeness, and compliance with relevant regulations and laws.
- To ensure that financial documentation are retained and comply with MCT’s financial policies.
- To communicate financial policies and processes to all employees, and ensure that they are appropriately implemented and followed.
- To interpret the Programme Strategy and relate it to the Strategic Budget, as well as linking Annual Work Plans to Annual Budgets, and offer strategic guidance on implementation to improve value for money.
- To prepare quarterly reports on the implementation of resource mobilization work plans for management review.
- To liaise with tax and other authorities as needed.
- To review donor reports and ensure that they are submitted in accordance with the Memorandum of Understanding and bilateral agreements.
- Make review and approve the bank reconciliation statements.
- Make liaise and collaborate with external auditors to ensure that MCT Finance audits run smoothly.
- Perform any other duties as delegated by the Executive Secretary.
The Education:
- A CPA(T) holders or their equivalents,
- A degree in accounting or finance from a recognized university, as well as a master’s degree in business administration, would be advantageous.
Job Experience:
- A minimum of four (4) years of experience in senior accounting/finance.
- A proven experience managing donor funds.
The Competencies:
- English language proficiency, both written and spoken.
- Experience with and ability to use various accounting software.
- The ability to support and direct the implementation of ideas, projects, and plans that have been embraced by the organization.
- Capability to juggle multiple priorities while working in a team.
- The excellent financial analysis capabilities.
- Personality characteristics include energy, independence, and self-motivation.
Job Title: M&E Volunteer
Answers to/ Reports to: Institutional Sustainability Specialist (ISS).
The Overall Responsibilities:
To monitor and carry out Monitoring, Evaluation, and Learning (MEL) activities outlined in the Annual Work Plans, with a special emphasis on outcomes, impacts, best practices, lessons learned, developing issues, and implementation setbacks. Monitor the implementation of evaluation suggestions with the goal of increasing MEL capacity.
The specific responsibilities:
- To create a monitoring, evaluation, and learning (MEL) framework.
- To create key performance indicators and means of verification.
- To monitor the program’s progress, outputs, and activities.
- Collect, organize, and analyze data in accordance with the MEL framework.
- To assess outcomes and ensure that the program is meeting its objectives.
- To highlight areas for improvement, provide suggestions for changes or more resources.
- To track progress towards targets.
- To prepare MEL activity reports on a monthly basis.
- To prepare quarterly, semi-annual, and annual progress implementation reports in accordance with MEL guidelines.
- Perform any other MEL duties as assigned by the Supervisor.
The Education:
- The University degree, especially in business administration, economics, or a similar discipline.
Job Experience:
- A minimum of four (4) years of experience designing and implementing M&E in development initiatives run by national/international NGOs or the government.
- The experience creating tools and methods for data gathering, analysis, and report preparation.
- Experience evaluating data using statistical software.
- A strong training and facilitating skills.
The Competencies:
- To organizes and accurately completes various activities by prioritizing them while taking into account unique assignments, frequent interruptions, deadlines, available resources, and different reporting connections.
- To plan, coordinates, and organises tasks while keeping track of shifting priorities and competing deadlines.
- To establish, develops, and maintains excellent working relationships with staff and clients to facilitate the provision of support.

- Good understanding of capacity assessment methods.
