OVERVIEW OF THE PROJECT:
The Scaling Up Family Planning Project, which is funded by the FCDO, seeks to increase access to family planning services in both rural and urban regions. This will help women exercise their right to sexual and reproductive health and safely plan their pregnancies. The program combines a wide range of services, such as post-abortion care and care for victims of sexual assault, and it looks for creative methods to provide family planning (FP) services to young people, refugees, and persons with disabilities.
OVERVIEW OF THE JOB:
The Finance Manager collaborates harmoniously with the Head of Finance and the Project Director to proficiently oversee and administer the project’s crucial finance processes, including sub-award procedures, consultants, financial monitoring and reporting, and budgeting. In order to assist operations, project, and other partner companies in establishing strong, dependable, successful, and efficient financial management systems, the finance manager regularly offers technical support and training. Together with the project team, s/he will create the protocols for managing and administering the contracts and grants. Along with developing the project’s financial reports for funders and submissions to the agency’s headquarters in Washington, DC, s/he will also oversee the grant funding.
JOB RESPONSIBILITIES:
Reporting, analysis, and budget.
- Develop and oversee the annual budgeting process by working in teams.
- Assist technical staff in creating guidelines and forms for subcontractors’ and grantees’ budget and projection submissions.
- Examine and keep an eye on the budget to ensure value for money, efficiency, and financial stability. Examine spending patterns and suggest areas with notable over- or under-spending to team leaders and field colleagues.
- Examine project budgets and keep an eye on spending to ensure that it stays within the allocated amount by keeping a budget tracking and reporting system (Pipeline report).
- To assist management and program personnel in managing their projects, send them periodic reports and analysis as needed.
- Oversee and take the lead in preparing the bank reconciliation and monthly spending reports that are submitted to EngenderHealth in Washington, DC.
- Help with the preparation of interim status reports as needed, as well as quarterly, biannual, and yearly financial reports for donors and headquarters.
Governance and audit:
- Make arrangements and draft audit schedules.
- Oversee all aspects of compliance, such as creating and implementing corrective action plans, coordinating monthly team meetings with the project director, submitting quarterly compliance reports to headquarters on time, etc.
- For any management letter findings arising from the yearly audit, prepare the management response and remedial action plan.
Management of Sub-Grants:
- Oversee, coordinate, and manage all processes involved in the creation and awarding of grants and subcontracts to regional partners.
- Oversee and keep an eye on all processes related to the handling of the money given to project partner organizations.
- To improve the financial and administrative capabilities of the program partner organizations that are taking part, offer technical assistance and training.
Management of Staffs:
- Oversee the essential finance personnel, including the bookkeeper, grants officer, and accountants.
REQUIREMENTS:
- Either with or without a reasonable accommodation, the applicant must meet the following requirements.
- A bachelor’s degree or higher in a comparable discipline, such as business administration or finance. It is required to have a professional certificate (ACCA, CPA).
- Five years of minimum substantiated experience in the financial and administrative management of a sizable national program, ideally with a regional or global focus.
- Demonstrated expertise in the creation and deployment of grant and grant monitoring systems.
- Understanding of the financial reporting, disclosure, and funding policies and procedures of the UK government.
- Proven ability to negotiate and communicate effectively with subgrantees and partner organizations.
- Capacity to steer decision-making procedures and form positive partnerships both externally and internally.
- Capacity to offer instruction and technical assistance in accounting and management.
- Knowledgeable about company software and other information technology platforms.
- Outstanding communication, interpersonal, teamwork, partnering, and supervision abilities.
