An Overview:
In addition to working closely with the RISE Core Management Team, the Senior Program Manager, pertinent Country Office personnel, and designated organizational Hub leadership structures, the Project Officer will serve as the primary point of contact for assigned initiatives. With a focus on centrally funded HIV prevention programming, RISE HIV programming in Tanzania and other assigned countries, partner engagement, and cross-cutting management functions including communications and knowledge management, the Project Officer will specifically support RISE global award projects and cross-cutting functions.
The Project Officer will design and implement solutions to further improve the efficacy of the projects and the delivery of services within the specified scope, budget, and schedules for the supported region, working closely with the Senior Program Manager and other pertinent staff. The strong project management methodology, techniques, and tools that are being used are the responsibility of this role. aids in the creation and evaluation of the budget for the projects that are allocated.
In the designated project area, this role will proactively seek for chances to carry out quality assurance and improvement projects.
Furthermore, this role will assist with New Program Development (NPD) projects.
Accountabilities:
Leads and Proposals:
- Contributes ideas and suggestions to assist in the creation of leads for New Program Development (NPD) opportunities in the countries that are supported as well as for multi-national, international awards that are given out.
- Works in tandem with programmatic and technical personnel to offer suggestions and opinions on low-to-moderate complexity initiatives.
- Creates workplan matrices, budget inputs, budget reviews, and project management narrative parts that are utilized to guide and impact the creation of low-to-moderately complicated proposals as well as overall development management.
- Provides assistance to Country Directors and other relevant parties at Country Offices and/or globally on lead development tasks, such as establishing contact between Country Directors and NPD liaisons, assisting with NPD Country plans, and creating concept notes.
- Cultivates ties with national and international program teams to discover and meet needs through customer service and country relationships.
Initial Tasks / Startup Activities:
- Collaborates with the designated RISE global program and Country Office(s) to establish excellent workplans and project charters that are in line with the goals and scope of the program.
- May collaborate with Project Team members to set operational parameters and guidelines.
- Starts the after-action reviews and startup activities.
- Evaluates the viability and possible effects of new projects, process enhancements, and solutions; offers a suggested course of action.
Activities of Implementation and Control:
- Ensures compliance with Jhpiego’s internal project management curriculum standards by interpreting and advising project teams on the efficient implementation of project management principles and methodologies (PM@Jhpiego).
- Oversees and maintains the project management guidelines for the given project.
- Interprets problems that arise from both internal and external sources in the sector; suggests solutions and best practices to enhance procedures and/or services.
- Resolves relatively difficult issues that call for the examination of several variables and stakeholder input, such as workplans and budgets.
- Makes certain that workplans and progress reports are delivered to the right stakeholders on time and in good condition.
- Finds ways to satisfy compliance and commercial objectives while improving policies and related materials to make them more successful for workers, people managers, and partners.
- Determines programming problems, issues, and gaps that are highly concerning or have an influence on the provision of services; starts investigations and problem-solving within predetermined boundaries and escalates as necessary.
- Monitors and evaluates the degree of productivity, service, and efficiency within the allocated project or projects; when necessary, raises technical, project management, financial, and/or compliance issues.
- Encourages regular weekly, monthly, or quarterly operations or other coordination meetings and calls attention to any issues that need to be addressed for tasks that have been assigned.
- Guarantees that knowledge management is upheld across all initiatives.
- Contributes highlights and updates on programming in the designated area to reports for the Leadership Team.
Activities for Close-Out:
- Oversees the close-out procedure in accordance with donor requirements and internal procedures.
- Carries out After Action Reviews on completed projects.
- Ensures the delivery of a high-quality final report.
Essential Requirements:
- Three years of relevant professional experience combined with a graduate degree, such as an MPH.
- A certified practitioner in Project Management for Development Professional (DPro) or PM@Jhpiego, the internal project management programs offered by Jhpiego. The chosen applicant has sixty days from the date of hire to obtain these credentials if they haven’t already.
- A track record of creating workplans, evaluating yearly and quarterly reports, contributing to budgets, and managing program closures.
- Knowledge of budgeting and fundamental financial management concepts.
- Strong familiarity with at least two of the technical areas that Jhpiego works in, with a preference for experience with HIV prevention programming.
- Familiarity with USG policies and procedures.
- Strong aptitude for organization.
- Strong ability to write.
- Team player.
- Outstanding oral and writing communication abilities in a variety of settings.
- Exceptional ability to solve problems.
- Office 365.
- 30% of the capacity to travel.
- Proficient in both spoken and written English.
- Although not necessary, fluency in one of the following languages is preferred: French, Portuguese, or Spanish.
This position is anticipated to pay between $55,470 and $73,960.

Formula for JHU Equivalency: One year of experience may be substituted with thirty undergraduate degree credits (semester hours) or eighteen graduate degree credits. On the same principle, additional relevant experience may be substituted for the necessary education. Up to two years of non-related college coursework may be credited toward the overall minimum education/experience necessary for the particular job for jobs where equivalence is allowed.
