Under the NGO Act of 2002, SHDEPHA+, a National Non-Governmental Organization, was granted a new compliance registration number of 00NGO/R1/00384 after being registered on November 21, 1994, under registration number SO 8216. The organization’s goals are to raise funds to support HIV/AIDS patients and stop the disease’s spread. Despite its initial concentration on those living with HIV/AIDS, SHDEPHA+ has evolved over time to address various development initiatives in addition to HIV/AIDS and related challenges. With over ten branches nationwide, the organization currently serves both infected and afflicted by the virus.

SHDEPHA+ The organization has been working toward the UN Sustainable Development Goals with both national and international donors, local and central governments, and other stakeholders. Its head office is located in Kahama Municipal-Shinyanga Region, and its operations offices are spread across 9 regions of Tanzania’s mainland.

In addition to working with the impoverished and vulnerable populations—such as women, children, youth, and those with special needs—the organization also provides special attention to marginalized and disadvantaged groups, such as people living with HIV (PLHV).

GOAL: Improving the lives of marginalized and vulnerable groups, the majority of at-risk people, and communities at large by working toward the Millennium Development Goals through the application of SHDEPHA+ core principles and mission.

 

Details of Vacancy

HISTORY / BACKGROUND:

The USAID Adolescents and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) Project in the Shinyanga Region of Tanzania has been awarded to SHDEPHA+ by PACT Tanzania. The ACHIEVE project is a five-year global initiative aimed at controlling the HIV epidemic in adolescents, children, pregnant and nursing mothers, and newborns. The U.S. Agency for International Development (USAID) is providing funding for the project, and a group of leading worldwide partners for HIV/AIDS, such as Palladium, Jhpiego, WI-HER, and No Means No Worldwide. A network of international and local strategic resource partners supports these essential partners. ACHIEVE concentrates on PEPFAR priority nations in the Caribbean and Africa. The ACHIEVE consortium identifies gaps in HIV prevention and treatment programming among target populations by collaborating with national governments, USAID Missions, and current response partners. To achieve nation-specific epidemic control objectives, the project is filling in important gaps through the use of innovations, best practices, and knowledge. The main program run by USAID to meet the needs of HIV-affected children, youth, and nursing mothers is called ACHIEVE.

This entails helping regional groups assist these groups and, in the end, enhancing their capacity to obtain direct U.S. government funding for large-scale activities. In order to assist nations in achieving and maintaining control over the HIV epidemic, the initiative makes full use of the resources of its consortia and relevant business and public sector stakeholders.

ACHIEVE Tanzania seeks to enhance community- and national-level social welfare systems, workforces, and organizational capacity to assist and maintain OVC access to HIV-inclusive services that promote their health and well-being.

The three Strategic Goals of the ACHIEVE Tanzania program are:

  • To increase the ability of the social welfare workforce, processes, and institutions at the national and local levels to provide high-quality services for OVC, at-risk AGYW, and HIV-positive individuals (PLHIV).
  • To increase local organizations’ ability to administer and carry out USAID/PEPFAR grants as primary implementing partners. In order to reach the PEPFAR target of 70% funding to local partners, the ACHIEVE Tanzania Project will assist in the transfer of prime money and implementation to capable local partners.
  • To provide AGYW aged 9 to 14 with DREAMS interventions and superior OVC services.

Achieve Tanzania hopes to accomplish the following results:

  • Delivery of OVC services is transferred to locally prime implementing partners who are directly financed by USAID.
  • To oversee and maintain family-centered, community-based OVC and DREAMS service delivery, local partners are bolstered.
  • Increased use of OVC platforms for viral suppression, connection to therapy, and case detection of pediatric HIV cases.
  • Increased availability of services for OVC and young people preventing violence and HIV.
  • Enhanced social and economic ability of OVC and AGYW caregivers who are at danger.

Answers to (Reports to): Head of Programs

 

Line Manager:

  • M&E officers and Facility HIV and Health Officers (FHHO).
  • Officer for Economic Strengthening Livelihood (ESLO).
  • Officer for Case Management (CMO).
  • Coordinator for Case Management (CMC).
  • HIV and the Officer of Health (HHO).
  • Officer for Youth Intervention (YIO).
  • Officer for Assistant Youth Intervention (AYIO).

Duration of Contract: One Year; Renewable Depending on Funds and Performance.

Job Objective: To guarantee efficient and effective connections, collaboration, and networking with LGA authorities by providing overall leadership and administration of the ACHIEVE Tanzania project implementation at the Council level.

 

Positions and Accountabilities:

  • Offer comprehensive technical, operational, and administrative assistance to project personnel while fostering an organizational culture that upholds principles and values.
  • Manage the project budget, keeping track of expenditures, approving trip requests, personnel liquidations, and reviewing and approving all project expenses.
  • Is charge of overseeing the prompt and high-quality execution of the ACHIEVE Project in each council where SHDEPHA+ is working on it.
  • To guarantee the delivery of high-quality project activities, collaborate with Pact Technical Coordinators, RSWO, RMO, and RACC at the regional level, and DSWO, DMO, DACC, and CHACC at the district level.
  • Make sure that all financial and narrative reports—daily, weekly, monthly, quarterly, semi-annual, and annual—are properly prepared, completed, and sent on time.
  • Collaborate with data and M&E officers to guarantee that the right data is collected in order to generate timely, high-quality reports.
  • Mentors project staff (Case Management Officer, Health and HIV Officer, Case Management Coordinator, DREAMS Officer, etc.) in project management, organizational development, and community development concerns as needed in coordination with SHDEPHA+ management.
  • Helps project staff members (Case Management Officers, Health and HIV Officers, Case Management Coordinators, DREAMS Officers, etc.) perform better by proactively addressing performance issues with frequent, frank, and constructive feedback, as well as by providing coaching and determining what needs to be done to help direct reports grow as staff members.
  • Make sure employees have the resources they need to complete all project implementation tasks with excellence.
  • When necessary, counsels and trains other team members on SHDEPHA+ policies, processes, tools, and methodologies. Mentors and guides the team members and sets an example of best practices.
  • Represents SHDEPHA+ at ACHIEVE stakeholder meetings with permission from the Executive Director, and works with other donor-funded programs at the Council and regional levels.
  • Completes additional relevant tasks as required.

Staff Management:

  • The project staff should receive mentoring, coaching, and supervision.
  • Help in hiring project personnel (as and when required) Oversee the project staff’s performance.
  • Create strategies for the project team’s capacity-building so that it can become more independent in the future.
  • Encourage open and honest communication within the team as well as collaboration with other teams within the company.

 

Obtaining funds/ Fundraising:

  • Find out about any potential future financing opportunities that arise in the nation, discuss them with the management team, and offer input on their viability and potential alignment with the strategic direction of SHDEPHA+.
  • Start and take part in the creation of funding bids. Additional Ad-hoc Assignments Recognize the project’s broader ramifications and collaborate productively, as needed, with the finance, quality team, and program representatives as well as other SHDEPHA+ activities in the regions.

 

Preferred Education and Work History (Experience):

  • A bachelor’s degree in sociology, public health, economic and community development, project management, or a related field, plus three to five years of experience working on donor-funded projects, particularly the OVC Program OR.
  • A master’s degree and one to two years of experience working with OVC or HIV programs.
  • Prior staff management experience.
  • Report writing and presentation abilities.
  • At least one of the following technological domains under one’s belt: Child protection, case management, bidirectional reference, youth and adolescent work, economic strengthening, or early childhood development. vi. English proficiency.
  • Knowledge of kid safety and OVC problems.
