Job Title: Monitoring, Evaluation and Learning (MEL) Officer

Answers to /Reports to: MEL Manager

Job location: Babati District, Manyara Region

Term: Permanent following successful completion of a six-month probationary period

Hours of Work: Full time 45 per week from Monday to Friday

 

 

Concerning the Organization:

On June 13, 2014, So They Can Tanzania (STC) was officially registered as an International Non-Governmental Organization in Tanzania. So They Can International (Australia) includes STC. In order to reach 22,000 schoolchildren (50 percent female) and 350 instructors (44 percent female) in the Babati District of the Manyara Region in 2024, STC Tanzania has partnered with 34 government schools (29 primary and 5 secondary). Children in rural communities benefit from improved access, quality, and participation in education because to our comprehensive education program.

 

Concerning the Role:

For STC Tanzania, the MEL Officer will assist continuing project monitoring and evaluation in addition to delivering high-quality, fast, and accurate data. The position will entail giving the STC program team technical support. Providing technical help on frameworks, tools, and processes to improve M&E systems and make it possible for the business to properly report its impact is the goal of the function.

 

The specific duties and responsibilities:

The following duties, among others, shall fall under the purview of the MEL Officer:

  • Take part in creating the program’s yearly project plans, goals, budgets, MEL strategies, and performance frameworks.
  • Provide program staff with operational training on the use of established MEL tools.
  • Encourage efficient use of the Organization MEL reporting system to facilitate data collection, tracking, recording, and reporting.
  • Encourage the creation of workable targets, indicators, data gathering, reporting frameworks, and procedures for performance monitoring for every project.
  • Assist in gathering data at the beginning and end of each project for the outputs and outcomes indicators.
  • Ensure that the information is accurate, dependable, timely, and of high quality by conducting quality checks and putting remedial measures into place to raise the project team’s responsibility and data quality.
  • Encourage adherence to the reporting specifications.
  • Assist the MEL Manager in adhering to the So They Can project management manual’s standards for updating the project risk register and other records.
  • Assist in tracking and analyzing implementation-related issues, obstacles, and gaps on a regular basis.
  • Encourage spot inspections, the use of assessments, mid- and final-term evaluations, research-related projects, studies, and research-related activities.
  • Make routine field visits to monitor program/project delivery in accordance with predetermined milestones.
  • Assist the team in compiling the monthly, quarterly, and annual reports in accordance with the predetermined reporting template, and make sure the reports are sent on time.
  • Assist in maintaining and cleansing the organization’s database.

 

Additional obligations:

  • Know the applicable So They Can rules and procedures, such as those pertaining to data protection, child protection and safeguarding, child-centered community development, gender, governance, and resilience mainstreaming, and follow them.
  • Engage in pertinent MEL meetings, offer input, and assist in advancing best practices in MEL.
  • Additional tasks that fall under the purview of the supervisor’s duty.

 

Competencies and Background:

  • It is extremely desirable to have a solid grasp of both quantitative and qualitative data analysis techniques, as well as knowledge with the regular administration of information systems and programs like Tableau, Excel/Google Sheets, and Kobo Toolbox.
  • Demonstrated proficiency in data analysis, monitoring, assessment, and/or surveys.
  • Preferred coursework in project management or MEL.
  • A person with high moral standards both personally and professionally.

Language

  • Proficiency in written, spoken, and oral English is necessary.
