How are you going to change things?
The Deputy Representative Operations will oversee the Risk and Compliance Specialist, who will be in charge of bolstering risk assurance and compliance initiatives within the framework of a medium-sized national office.
The Specialist will be in charge of overseeing and monitoring risk management activities, such as developing, putting into practice, and continuously improving risk management procedures at the process, system, and entity levels.
The Specialist will guarantee that risk management goals are met in accordance with corporate policies and procedures, as well as acceptable moral conduct, internal controls, information and technology security, sustainability, and quality control. In addition, he or she will analyze and report on the effectiveness and sufficiency of internal controls and risk management.
The key functions/ responsibilities:
- Support for risk management
Assist the office management team with the yearly risk assessment process and keep an eye on the accuracy of reports and their adherence to relevant laws and guidelines.
Make certain that risk mitigation action plans are monitored, with a mid-term assessment included;
Oversee the peer review process in the office and visit project locations and field offices to confirm the caliber of work.
Make that the risk management strategy is included into all projects and proposals, the office governance committees’ evaluation of submissions, and every significant management decision.
2. Assistance with compliance
– In order to guarantee that systems are in place to prevent, detect, and report non-compliance, review office systems, procedures, and processes for conformity with organizational rules and regulations.
– Enforce and reinforce internal controls. Encourage the office’s annual Statement of Internal Control (SIC) preparation process.
– Examine internal work procedures in Operations and Program to make sure that responsibilities are defined and assigned appropriately in accordance with international regulations and/or industry best practices.
– Create a risk-based system to routinely and periodically evaluate a sample of activities (Programme and Operations) to make sure they are executed in accordance with UNICEF policies and procedures and established work processes.
– Assure seamless internal and external audit preparation, carry out quality control, monitor the application of the recommendations, and give management with feedback.
– Make that staff members are aware of their assigned duties and responsibilities and that they are testing compliance with the Table of Authority and the delegation of authorities in accordance with UNICEF policies and procedures on a regular basis.
– Examine statutory and non-statutory committees for compliance, and determine whether or not committee members have received orientation and training regarding their responsibilities.
3. Assistance with fraud risk management.
– Help the office’s management gather proof to address OIAI’s inquiries, either in the course of conducting formal investigations or in the initial evaluation of claims of fraud and misconduct;
– Inform the management of the findings from the investigations and the appropriate actions to be taken;
– Make sure the global anti-fraud policy is implemented, recommend internal fraud prevention measures, and notify management of any found fraudulent activity or unethical behavior;
– Oversee the training and orientation process for partners and suppliers on fraud risk.
4. Monitoring and counsel to the management.
– Assist in providing management with guidance on how to bolster and enforce accountability for a stable, adaptable, and transparent governance system;
– Participate in important governance meetings, including CMT, PMT, and OMT, to support an efficient management process;
– Attend meetings pertaining to risks and compliance operations on behalf of the office in order to coordinate risk assessment and control efforts with other UN agencies.
5. Raise awareness and develop capabilities.
– Create a mechanism for tracking and reporting internal control flaws, and put into action measures to close holes in internal control (memoranda, SOP, etc.) and strengthen the capabilities of accountable employees;
– Examine the reasons for policy changes that affect the office’s operations, foresee modifications, and offer suggestions for the new course of action;
– Encourage the execution of a plan for the Risk and Compliance function’s ongoing learning and development;
– Make sure that management gives employees access to pertinent training and that employees and other staff members are aware of the main UNICEF rules, such as PSEA, Fraud, and Ethics.
6. Any assistance required from the regional headquarters.
– Assist the Regional Office upon request with conducting reviews in nations without defined roles for risk and compliance, or with any other review within the area of competence (e.g., peer reviews, assessment);
– Assist in the creation of a regional and worldwide network or community of risk and compliance specialists for the exchange of knowledge, updated working papers, and office regulations and policies.

Minimum specifications/ requirements:
Education:
- A very advanced degree in finance management and business administration from a university.
- Certifications in accounting, operations management, strategic management, risk management,
- Audit, investigation, internal control, statistics, and data analysis are regarded as assets.
- Work Experience: A minimum of five years of consistently relevant professional work experience, with many of those years spent in internal audit, in the fields of risk and compliance or another directly related field. experience in financial management, ideally working with international organizations, NGOs, and the UN, in particular creating and implementing financial control systems, ERM, audits, and internal control.
- Practical knowledge or acquaintance with emergencies.
Requirements for Language.
- English proficiency is needed. It can be necessary to speak another official UN language or the local tongue of the duty site.
Desirables:
- Work experience in developing countries or emergency preparedness knowledge.
