The WFP Tanzania Supply Chain provides monthly support to refugees in Western Tanzania by implementing the Supply Chain components of food delivery to those we serve.
Tanzania’s office plays a critical role in assisting regional offices in Eastern (RBN) and Southern Africa (RBJ) to deliver food to country offices on time, ensuring pipeline and distribution requirements are met.
While the unit’s current staffing levels are insufficient to provide the necessary support in all operational areas (including contracting, purchase order creation and management, operations monitoring and reporting), there is a clear need for a logistics staff member with experience in Supply Chain operations and coordination to be added to support CO staff in this unit.
Under the direct direction of the Head of Logistics, the incumbent will undertake the following duties:
THE ACCOUNTABILITIES AND RESPONSIBILITIES:
- To provide necessary support for contracting tasks such as RFQ drafting, bid analysis, and award letters.
- Track contract expiration and allocations under Tariff System Agreements.
- To support the timely ordering and delivery of goods and supplies to authorized partners and destinations.
- To provide support for logistics operations and activities, according to standard procedures and facilitating, directly or indirectly, the successful distribution of food assistance to beneficiaries.
- Support the administration of logistics vendor contracting activities, including performance monitoring and measurement.
- Make purchase order creation and management are supported by corridor regional offices throughout PO validation and closure.
- To contribute to the push for continuous improvement by analyzing existing operating modes to discover cost savings and service enhancement opportunities, such as solution re-engineering / redesign projects.
- To prepare accurate, comprehensive, and timely reports and other visual materials for use in Supply Chain dashboards to enable informed decision-making and consistency of information given to diverse stakeholders.
- Serve as the point of contact for all operational and reporting inquiries directed to the unit. This includes collaborating with other personnel in specific technical areas of responsibility to ensure a coordinated response.
- To respond to a wide range of technical questions/requests for assistance, following standard procedures and seeking guidance as needed, to ensure quick and accurate resolution of all inquiries with a high level of client service mindset.
- To contribute to budget development, monitoring, and revision for all delivery modes, while adhering to appropriate procedures and corporate standards.
- To assist in monitoring inventory management operations to identify trends and account for inventory status from source to recipient.
- To collect and compile data, create and/or contribute to reports (e.g., CCTI, SPRs, financial close, physical inventory, transport performance), and verify information correctness in corporate systems to enable informed decision-making.
- To liaise with internal and a small number of external partners to ensure effective logistical operations management.
- Perform any other duty as needed.
THE QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education:
- The University degree in Supply Chain, Shipping, Logistics, Engineering, or a related subject.
Experience:
- At least one to five years of responsible work experience in operations and logistics for a commercial or national/international humanitarian organization.
The Desired experience.
- The analytical and conceptual work to help strategy development and implementation.
- The coordination of supply chain activities amongst functions and with external partners.
- The experience in process improvement and performance management.
The Knowledge and Skills:
- A proficiency in Windows and Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Excellent analytical and critical thinking skills, as well as the ability to write clearly and simply.
- The ability to work in a multicultural setting with strong interpersonal and communication skills.
Languages:
- Fluency (Level C) in English.
