The SHDEPHA+ is a National Non-Governmental Organization (NGO) that was registered on November 21, 1994, with registration number SO 8216. It has since got a new compliance registration number 00NGO/R1/00384 under the NGO Act 2002. The organization’s goal is to organize resources to assist persons living with HIV/AIDS and combat the spread of the disease. Although SHDEPHA+ began by focusing on persons living with HIV/AIDS, it has now evolved to include other development initiatives and now serves both infected and affected people, with over ten branches around the country.

The SHDEPHA+ The organization’s headquarters are in Kahama Municipal-Shinyanga Region, and its operations offices are spread across nine regions on Tanzania’s mainland. It collaborates with both national and international donors, local and central governments, and other stakeholders to achieve the United Nations Sustainable Development Goals.

The organization works with key and vulnerable groups such as women, children, youth, and people with special needs, with a focus on neglected and marginalized populations including people living with HIV.

The SHDEPHA+ MISSION: SHDEPHA+ is dedicated to reducing income and non-income poverty, hunger, human suffering, diseases, and the impact and spread of HIV/AIDS by empowering marginalized and vulnerable people, most at-risk populations, and communities in general to achieve community-based and long-term human development.

 

THE GOAL: Using SHDEPHA+’s fundamental beliefs and mission, we will strive toward the Millennium Development Goals to better the lives of marginalized and vulnerable groups, most at-risk people, and communities overall.

 

 

Overview of the Position:

The Monitoring and Evaluation Officer will be in charge of carrying out and administering the DREAMS project’s monitoring and evaluation (M&E) activities. The officer will collaborate with SHDEPHA+ staff, local community-based partners, and government counterparts to ensure that M&E activities are effectively carried out in accordance with USAID, PEPFAR, and FHI360/EpiC criteria. This work entails regularly monitoring project sites, updating databases, and providing thorough reports to assist the DREAMS program.

 

 

The key responsibilities:

  • Provide an assistance and direction with project M&E activities, including DREAMS data collection, management, and analysis for decision-making and course correction.
  • To conduct routine monitoring visits to project sites, as well as data quality verification and triangulation using official tools.
  • To manage project databases (DAMES, DHIS2, DATIM, InfoLink, DHIS2 Tracker, DIS, CTC2 database, CTC3 Macro database, USAID Monthly Reporting Portal, etc.) for project data storage, management, and analysis.
  • To compile, compile, and send weekly, biweekly, monthly, quarterly, semi-annual, and annual DREAMS reports to the Program Manager and Regional SI Officer.
  • Create systems for data quality assessment, review, control, and verification.
  • To propose ways for increasing data usage and demand among the Project, Partners, and other stakeholders.
  • To facilitate periodic data review and analysis, including AGYW_PREV, PP_PREV, HTS, LTFU, Vulnerability Assessment, and Male Partner Characterization, as well as pre and post-test training data, to identify potential bottlenecks in project implementation and improve reporting and communication quality.
  • Introduce and distribute DREAMS data collecting and reporting tools to District DREAMS Coordinators, Data Officers, and Mentors.
  • Collaborate with the DREAMS technical team to ensure the graduation assessment for AGYW and data analysis.
  • To facilitate the creation of a database to record data on economic strengthening, such as savings and loans, business establishment, and so on.
  • Make verify of saving and loan data from WORTH360 group reporting forms by cross-referencing with the WORTH360 beneficiaries registry, SBCC registers, and the DREAMS layering tool.
  • To share or disseminate DREAMS targets to the technical team for monthly tracking or monitoring in accordance with the M&E plan.
  • To document lessons gained and best practices in monitoring and evaluation in accordance with USAID and PEPFAR criteria.
  • Carry out (perform) any other duties as given by the supervisor.

 

 

The required Qualifications and Experience:

  • A Bachelor’s degree in Social Science, Computer Science, Statistics, Information Technology, Health Informatics, or a similar discipline, plus at least 3 – 5 years of experience, including 2 years of M&E for DREAMS projects.
  • Understanding (Knowledge) of Tanzania’s health and development programs, notably M&E systems for HIV care delivery.
  • Worked with Key and Vulnerable Populations (KVPs), AGYW, Family Planning, DREAMS, and OVC programs.
  • Solid (strong) background in USAID and PEPFAR-funded initiatives.
  • Proficient with Microsoft Office and database management systems (SQL Server, Access).
  • Outstanding problem-solving, teamwork, and communication skills in both English and Swahili.
