Job Title: Monitoring, Evaluation and Learning Officer
Inades Formation Tanzania (IFTz)
Background:
The African Institute for Economic and Social Development, commonly known as the network of Inades-Formation, is the parent organization of Inades-Formation Tanzania (IFTz), an independent non-governmental organization. With a general secretariat located in Abidjan, Cote D’Ivoire, the network operates in ten African nations: Democratic Republic of the Congo, Rwanda, Burundi, Kenya, Tanzania, Burkina Faso, Cameroon, Togo, Chad, Democratic Republic of the Congo, Rwanda, Burundi, and Tanzania. In 1989, IFTz was founded in Dodoma as a division of Inades-Formation Kenya. In 1992, it gained independence as a National Office, and in 1994, it obtained complete legal status. Inades-Formation Tanzania was given a “Certificate of Compliance” in January 2009, and subsequently a new certificate of registration with number 0448, which is good until February 2032. “A prosperous and influential rural Tanzanian society” is the vision of IFTz. The stated purpose of our organization is to support the social and economic progress of the populace, with a particular focus on the individuals’ voluntary and conscientious involvement in the process of changing their respective communities. Offering online and offline training on excellent agricultural practices, food and nutrition security, leadership, animal welfare—with a focus on working donkeys—gender equality, and social inclusion are just a few of the main areas of engagement. IFTz promotes agroforestry and biodiversity, mitigates and adapts to climate change, and supports research driven by farmers. We operate in the regions of Kagera, Singida, Iringa, Mara, and Dodoma.

Answers to/ reports to: Chief of Pedagogical department
Period of contract: 1 Year renewable
Crucial skills/ Key Competencies:
- Knowledge areas: Project planning, monitoring, and assessment of rural development initiatives, or similar topics at the bachelor’s degree level.
- Three to five years of experience in monitoring and evaluation in agricultural non-governmental organizations is required for leadership skills.
- Functional skills: Fluency in both Swahili and English; solid understanding of computer programs and tools (Kobo Collect, Microsoft Office, Google Forms, etc.).
- Behaviors include having a good outlook on rural development, being willing to work with less supervision, taking the initiative and being eager to collaborate with farmers, being honest and ethical, and being open, accountable, and adaptable.
The Specific Responsibilities:
The MEL Officer shall assume accountability for:
- Creating and putting into practice monitoring systems to measure project or program advancement in relation to key performance indicators (KPIs).
- Creating tools and monitoring strategies to regularly gather pertinent data.
- Monitoring data is analyzed to find patterns, achievements, difficulties, and areas that need development. Project teams are then given timely feedback based on this analysis.
- Organizing and carrying out assessments of programs and projects to determine their sustainability, impact, and efficacy.
- Creating instruments and processes for evaluation, such as focus groups, interviews, and surveys.
- Analyzing evaluative data and combining conclusions with practical advice.
- Supporting partner organizations’ and project teams’ reflective learning initiatives.
- Preserving and disseminating case studies, lessons discovered, and best practices from projects.
- Assisting knowledge management systems in efficiently storing and sharing information.
- Working together with stakeholders to find and close knowledge gaps that can enhance project results.
- Educating employees and partners on monitoring, assessment, and learning processes through training and capacity-building support.
- Encouraging an adaptive management and learning culture inside the company or project team.
- Constantly enhancing MEL procedures and systems in light of user input and acquired knowledge.
- Creating reports for internal and external stakeholders on a regular and as-needed basis regarding monitoring, assessment, and learning activities.
- Delivering conclusions and suggestions to diverse audiences in an understandable and succinct manner.
- Contributing by supplying proof of the success and impact of the project for donor reports and proposals.
