The chosen candidate will be in charge of overseeing Tanzania’s human resource management operations under the general direction of the Chief of Mission, the direct supervision of the Resources Management Officer (RMO), and coordination with pertinent departments at Headquarters and the Administrative Centers.
Accountability and Responsibilities:
- Organize and oversee the office’s HRM in compliance with the organization’s rules, guidelines, policies, procedures, and practices, taking operational activities into consideration.
- Check that all activities and processes related to human resources comply with applicable IOM policies and regulations. Make sure that all relevant IOM policies and procedures are adhered to the HR processes and procedures.
- Help establish and put into practice efficient administrative processes and internal controls; evaluate audit suggestions about HR-related issues and organize and carry them out.
- Take part in the assessment and planning of workforce requirements; efficiently, effectively, and transparently coordinate national and international hiring procedures.
- Keep an eye on the efficient operation of the PRISM Human Resources modules; supervise and verify the data entered into PRISM; and complete specified tasks promptly and accurately.
- Keep an eye on and assist with the prompt deployment of the Performance Appraisal System (PAS); mentor and inspire managers and employees to finish the process on time.
- Take part in the study of the needs for staff development and training, and, working with management and the Staff Development and Learning (SDL) Unit, identify opportunities for improvement.
- Give all employees written and verbal explanations on matters pertaining to human resources, such as hiring, leave management, benefits, and staffing.
- Interpret and implement HR regulations and guidelines in collaboration with supervisors.
- Oversee the drafting of special report sections, assist with requests for human resources projects, and coordinate the compilation of reports related to personnel administration.
- Encourage a polite and standards-based work environment. Encourage a dedication to upholding tolerance, safety, and respect for one another at work.
- Work closely on a variety of human resources-related issues in coordination with the Regional Office, Administrative Centers in Manila and Panama, and Human Resources Management in Geneva.
- When necessary, attend external meetings and notify management of the outcome.
- Direct, instruct, and oversee the activities of the employees in the Human Resources Unit.
- Carry out further relevant tasks as given.
Essential Experience and Qualifications:
Academic
- A bachelor’s degree in business administration, psychology, human resources, or a similar discipline combined with two years of relevant work experience; or
- A master’s degree in the mentioned discipline or one similar.
Required Experience:
- Adept at using Microsoft Office products, such as Word, Excel, PowerPoint, email, and Outlook; prior SAP expertise is definitely advantageous;
- Ability to pay close attention to details and arrange documentation methodically;
- Tactful, meticulous, client-focused, patient, and open to learning new things; and,
- An advantage is previous job experience in a multicultural environment with non-governmental, government, or international humanitarian organizations.

Language proficiency in both written and spoken Kiswahili and English.
