The Role Purpose / Statement:

The Procurement & Local Content Specialist will be in charge of managing CLIENT’s local procurement, administration, and local content reporting administration to ensure internal, external, and legal compliance with Tanzania’s Mining Act Cap. 123 and its respective Regulations, as well as the Mining (Local Content) Regulations 2018 as amended from time to time.

 

Job Responsibilities:

Everyone at CLIENT’S must comprehend and act in accordance with the company’s principles and policies, as well as meet all applicable internal and external compliance requirements.

 

 

The Compliance of Mining Local Content Laws:

  • Work together with the Tanzanian Mining Commission to streamline the bidding procedure.
  • Oversee and keep an eye on the invitation, quote, and supplier selection procedures.

 

 

Regulations pertaining to mining local content include:

  • Together with package leads, create Expressions of Interest (EOIs) that include EOI advertisements and EOI evaluation criteria.
  • Notify the Mining Commission of any upcoming Expressions of Interest (EOI) and secure the required clearances before starting the EOI process.
  • Oversee the media advertising process.
  • Oversee the EOI submissions’ receipt, assess them in collaboration with the engineering team to provide technical evaluation support, and create bidder’s lists.
  • Obtain the pre-qualified bidders’ approval from the Mining Commission.
  • Prepare the notification to the Mining Commission and secure the selected bidder’s approval while collaborating with the project procurement team.
  • Create annual and quarterly procurement reports and submit them in the prescribed formats to the Mining Commission.

 

Administration of procurement:

  • In charge of enabling local purchases from vendors and suppliers in compliance with Tanzanian law and CLIENT’S procurement guidelines.
  • Looking up suppliers and asking suitable groups of businesses to submit bids and quotes for the necessary task scopes.
  • Oversee and oversee the vendor bidding process for authorized vendors.
  • Provide suppliers and vendors with a clear understanding of the client’s demands and scope of work to guarantee accurate quotes and few gaps.
  • In line with the commercial and technical needs of the client, collaborate with the engineering team and take part in the submission review process.
  • Create reward suggestions that the Mining Commission and the internal staff can approve.
  • Make that all aspects of the procurement process are accurately recorded for both internal and external audits.
  • Verify and haggle over supplier quotes to make sure the client receives the best deal possible.
  • Construct and manage an internal database of qualified regional vendors and suppliers using pre-established standards (such as quality, pricing, dependability, efficiency, and availability of after-sale assistance).
  • Determine the proper remedial and preventive measures after discussing any faulty or subpar products or services with suppliers and vendors and keeping an eye on internal stakeholders.
  • When necessary, coordinate inventory management with department heads and other internal stakeholders.
  • Assess and keep an eye on contracts with suppliers and vendors to make sure they are adhering to the terms and conditions stated therein and to identify any adjustments that may be required.
  • Contribute to the management’s monthly reports on reporting and procurement issues.
  • Give the project logistics team feedback.

 

Important Performance Measures:

  • CLIENTS continues to comply with Mining Commission procurement audits and Local Content standards.
  • Reduce the amount of time it takes for the Mining Commission to approve requests by making sure all guidelines for the procurement process are strictly adhered to.
  • Reports on purchases submitted on time to the Mining Commission.
  • Optimal inventory and supply costs.
  • Timely delivery of the products or services that internal stakeholders have requested.

 

 

The Healthcare and Safety Accountabilities:

  • At all times, abide by company policies and regulations pertaining to occupational health and safety.
  • In all of your business dealings, set an example for the company’s dedication to community and safety.
  • Make sure, if needed, that the vendors and suppliers are informed about all site safety regulations and fit for work protocols.

 

Proficiency and Background:

  • More than ten years of experience in procurement from a Tanzanian mining firm.
  • Deep familiarity with Tanzanian mining local content laws.
  • Experience in the procurement procedure of the Tanzanian Mining Commission.
  • Outstanding written and verbal communication abilities in English and Kiswahili.
  • Strong analytical abilities.
