Job Title: Procurement Category Manager (Spare Parts)

Work location: Dar es Salaam

Answers to (reports to): Procurement Director East African Region

Tanzania Portland Cement Public Limited firm (TPC PLC) is Tanzania’s largest cement producing firm.

 

The areas of Responsibility:

  • The Specific Knowledge: Extensive experience in procurement in a multinational setting.

 

 

The Main Duties:

  • Maintain solid ties with Operations, Maintenance, Warehouse, Finance, Procurement, Technical, Project, and other departments (including collaboration with HM Group and Country divisions).
  • Monitor, improve, and report procurement-related key performance indicators (KPIs), such as spend, savings, DPO, P2P process efficiency, and automation. Continuously improve organizational performance.
  • To support budgeting, planning, and inventory management procedures by focusing on purchasing within minimum/maximum constraints.
  • To provide market and sourcing information, such as cost, supply capacity, risks, and lead time estimates.
  • To maximize cost avoidance and reductions. Improve cash availability by increasing DPO and identifying new sources.
  • Create and implement procurement strategies based on spend/cost, supplier chain, and index analysis.
  • To identify and apply the most effective procurement levers and negotiating strategies, including bundling, best-cost country sourcing, substitutes, appropriate sizing, make-or-buy evaluations, standardization, benchmarking, eAuctions, and so on.
  • To continuously assess supply chain opportunities and threats. Secure the finest feasible solutions and address supply challenges to ensure operational continuity.
  • To ensure his team’s expertise and cooperation. Lead and contribute to team development.
  • Make follow up, implement, and create systems, tools, and procedures for the P2P process. Use e-tendering, e-buying, e-negotiations, online contract signing, contract administration, RPA, and AI.
  • To ensure organizational excellence by providing excellent leadership, coaching, empowerment, motivation, and team development opportunities.
  • To assess competencies and skills to identify and close gaps through organizational changes, training, job rotations, and so on.
  • Set clear and fair goals and procedures for obtaining spare components. Conduct regular team and individual performance reviews.
  • Ensure complete adherence to national laws and regulations, as well as HM Group, Area, and Country guidelines, policies, and processes.
  • To collaborate with the Health and Safety Department to ensure that all safety standards and processes are in place.
  • To implement and enforce Group Health & Safety policies to safeguard employees, contractors, company assets, products, and the environment.
  • All policies, procedures, and guidelines must be followed in accordance with the group and local codes of business conduct.

 

 

The Minimum requirements (qualifications):

  • Obtain a bachelor’s degree in procurement, supply chain management, business administration, or engineering. A master’s degree provides an advantage.
  • A strong analytical skills with experience with procurement software and data analysis tools.
  • Outstanding leadership, communication, and negotiating skills.

 

 

The Experience:

  • The working in the cement sector or similar: At least 7 years of experience in the cement industry or a related industry (steel, fertilizer, sugar, etc.).
  • Multinational Project Leadership: Demonstrated ability to lead projects with teams and stakeholders from various countries and functions.
  • Cross-Country Collaboration: Extensive experience working and collaborating in multiple countries.
