SUMMARY OF PROGRAM:

The Global Communities and its partners are implementing a five-year U.S. Department of Agriculture, McGovern-Dole International Food for Education and Child Nutrition Program, Pamoja Tuwalishe, in Tanzania’s Dodoma and Mara areas. Pamoja Tuwalishe will collaborate closely with the Tanzanian government, as well as other institutions and stakeholders, to strengthen the school feeding system, improve the overall educational experience for students in program-supported schools, and develop technical program approach models that can be replicated in other schools and communities. Summary of Job:

The Procurement Manager’s responsibility is to analyze and process all procurement actions for the Tanzania Country Office. The Procurement Manager is in charge of establishing, maintaining, standardizing, and complying to Global Communities procurement processes as well as procurement rules set by the United States Government. In addition, this function will assist management in maintaining organizational procurement records by building effective analytical tools to analyze spend and supplier performance, as well as promoting effective commercial insight by identifying risk and areas for improvement.

A Procurement Manager is in charge of delivering and implementing strategic and effective procurement services for a limited number of technically complex goods, services, and works within a defined geographical area and/or project. This person will be the principal point of contact for procurement requirements within a specific area of spend, functioning as a business partner to deliver.

Stakeholders should be guided and advised to ensure that the Procurement Department is consistently involved at the earliest stages of planning and that goods and services are procured in accordance with best practice standards that maximize supply chain value.

 

The main Job Responsibilities:

Leading and Supporting:

  • Collaborate with the GC Awards & Procurement team to deliver a strategically focused, professional, and efficient procurement service, giving expert advice, support, and guidance to staff and stakeholders while adhering to best practice procurement and supply chain management standards.
  • Take action (Act) as the key point of contact for GC procurement, collaborating with senior managers in designated business areas to ensure they receive excellent strategic procurement support and proactive advice throughout the procurement process.
  • Lead commercial efforts for the procurement of high risk/high value contracts within the designated business area, including end-to-end market engagement, supplier due diligence, tender, contract, and award negotiation.
  • To provide assistance to contract owners to assist in the resolution of difficulties and any post-contract disputes, working collaboratively and seeking appropriate legal counsel as needed.
  • Make sure that GC Tanzania offices undertake due diligence on vendors in accordance with GC and US-funded project criteria at all times.
  • With the Director of Finance’s support, lead all discussions with the Global Support Team (GST) to obtain expanded support on concerns related to procurement standards compliance.
  • Make a regularly reviews the GC Tanzania procurement manual and makes required revisions as agreed upon at the country office; advises the DFA and CoP on changes in procurement processes/practices used by GC to maintain compliance at all times.
  • In coordination with Finance colleagues, conduct refresher training for the Pamoja Tuwalishe team on procurement regulations and processes.

 

Manage systems, procedures, and data:

  • To support the Procurement and Finance team in providing appropriate training and guidance to all GC staff and partners on best practice procurement principles, contract management, vendor management, and all matters pertaining to donor requirements, GC and country procurement regulations.
  • To support budget managers in organizing and implementing the yearly procurement plan, ensuring that it is implemented, and informing management of any modifications to the plan and implementation.
  • To coordinating the annual, monthly, and weekly procurement priorities, as well as the procurement and delivery tracker, and informing DFA of the procurement’s status at all times.

 

Manage suppliers:

  • To conduct adequate supplier due diligence to detect supply chain risk, and assist and guide stakeholders on proper supplier evaluation and risk mitigation techniques.
  • To produce regular GC reports on supplier/contract performance against agreed-upon measures to track progress and enable informed decision-making.
  • Maintain good communication with suppliers through the feedback process to ensure that the supplier relationship is well maintained.

  • Participating in, contributing to, and supporting GC continuous improvement initiatives by adapting to changing systems within the Procurement team.

 

 

The Knowledge, Skills, and Abilities:

  • Possesses the highest degree of integrity, honesty, and transparency in words and actions.
  • Proven experience delivering strategic procurement advice and support to stakeholders at all levels of an organization.
  • A solid/ strong verbal and written communication abilities, as well as the capacity to exert influence at the senior level.
  • An excellent IT abilities, especially sophisticated Excel and familiarity with databases and analytics tools.
  • An excellent skills in planning, coordination, organization, and management of many priorities and activities, as well as team leadership.
  • Showcases creativity and technical skills.

 

 

REQUIRED EDUCATION AND/OR EXPERIENCE:

  • A bachelor’s degree from a university in logistics and procurement management, business administration, or a similar field.
  • Master’s degree in procurement or comparable subjects is an extra benefit.
  • A Member of the Association of Procurement and Supply Professionals (APSP) or equivalent, with evidence of experience or essential abilities gained through training.
  • Minimum of 8 years of relevant experience working in a similar job in procurement for an international NGO.
  • The experience handling procurement procedures and conforming to US government rules.
  • The fundamental comprehension of financial accounting fundamentals.
