We are seeking a capable and motivated candidate to take on the following position:

Position Title: Procurement Manager

 

Work Objective:

The Procurement Manager, who reports to the Director of Finance, oversees the methodical implementation of all procurement processes, including planning, internal control, record-keeping management, and the prompt and economical acquisition of all MST-required equipment, supplies, and services. The Procurement Manager is responsible for making sure that all purchases are in compliance with national legal requirements, donor compliance rules, MSI Partnership best practices, and are both cost-effective and functionally sound.

Procurement Manager and MSI/MST team members will collaborate to help MSI/MST accomplish its goals.

 

Among the Principal Duty Points:

  • Take part in organizational development and business planning processes to have an understanding of and ability to create plans related to organizational procurement.
  • Create and preserve fruitful connections with possible suppliers and other parties involved in the organization’s procurement process.
  • Create a procurement schedule or plan for acquiring related services and goods that satisfy organizational requirements while reducing the risk of under- or overstocking commodities.
  • Oversee a competitive procurement process with efficiency and effectiveness (value for money), paying close attention to the delivery of products and services on schedule and in acceptable quality.
  • Inform the Executive Management Team (EMT) and the Director of Finance about developments in supply chain management and modifications to donor procurement laws. Update reports on a timely basis regarding general market circumstances and potential procurement policy overrides.
  • Work together with the MSI procurement and logistics department in London to arrange for the prompt delivery and customs clearance of any equipment and pharmaceutical items that are ordered from overseas, or through the MSI support office in London, in the most economical and efficient manner.
  • Working along with the logistics team, keep an eye on the supply chain to make sure all procurement procedures are followed and it is finished in accordance with donor and MST specifications.
  • Make sure the finance department and the logistics team receive purchase orders for the items that have been purchased.
  • Should maintain accurate records of applicable local tax laws, fund refund procedures, and other procurement rules.
  • Any additional responsibilities that management may designate.

Minimum Conditions:

Qualifications:

  • A supply chain management and procurement degree from university.
  • Familiarity with the procurement norms, rules, and compliance of donors, such as FCDO, USAID, GAC, etc.
  • Purchase experience related to pharmaceuticals (ideal).
  • Familiarity with imports and customs clearance processes.
  • CPSP holder who has a current PSPTB (procurement & supply professional & technician board) registration.

Job Experience:

  • Verified three to four years of managerial experience, ideally in the fields of social marketing, family planning, community development, or health management.
  • Proven track record of successfully negotiating and actively maintaining relationships with suppliers.
  • A demonstrated three years of expertise overseeing the technical and financial aspects of an organization’s supply chain and procurement for funding from donors.
  • Three years of demonstrable leadership and people management experience in senior management roles, primarily in non-governmental organizations.

Proficiency:

  • The capacity to establish beneficial, mutually beneficial connections through networking.
  • Outstanding planning and judgment abilities.
  • Able to prioritize a challenging assignment and work without supervision.
  • IT savvy, particularly with regard to the main Microsoft Office suites.
  • Calculate (for budget management and performance analysis).
  • Strong communication skills—both verbally and in writing and presentations.
  • Fluency in Kiswahili and English, as well as a great ability to write and speak in public.
  • Proficient in both leadership and management.
  • Conflict resolution, persuasion, and negotiation abilities.
