Goal of the Position:
The Procurement Officer holds the responsibility of overseeing the entire procurement process, encompassing supplier relationship management, sourcing, and purchasing. The main responsibility of the position is to make sure the business purchases premium goods and services at competitive costs, all the while adhering to corporate and industry guidelines.
A. Accountability:
Strategies and Plan for Procurement.
- Take part in the annual procurement plan’s creation and preparation.
- Execute the procurement strategy with promptness and excellence.
- Keep an eye on spending, oversee procurement budgets, and notify management of any deviations.
- Examine and authorize purchase orders and procurement requisitions to guarantee effective resource management and low waste.
Sourcing suppliers and choosing vendors:
- To keep abreast of supplier capabilities and industry changes, conduct market research.
- Determine and assess possible suppliers according to their qualifications, standards of quality, costs, and timetables for delivery.
- Create tender documents in accordance with the procurement policy to request bids from eligible suppliers.
- Take part in the assessment of proposals and Expressions of Interest (EOIs) for tenders.
- Acquire products and services efficiently from the most reliable vendors (cost, schedule, etc.).
- Keep a list of qualified suppliers together with their delivery schedules and any prospective advancements.
- Serve as the JHCL Procurement Committee’s secretariat.
Compliance and Contracting:
- Engage in contract talks to guarantee that JHCL gets the most value for its money.
- Organize the hiring procedure for the winning bidders.
- Verify that the materials you have purchased satisfy the necessary criteria by conducting quality checks and inspections.
- Examine bills to ensure accuracy, then forward them to the Finance Unit for prompt payment.
- Make sure that procurement procedures abide by corporate policies, environmental requirements, and industry legislation.
- Create Memorandums of Understanding (MoU) for essential goods (explosives, spare parts, etc.).
Reporting and Records Management:
- Keep procurement paperwork and records organized for simple access.
- Create thorough procurement reports according to JHCL forms on a regular basis.
- As needed, create reports for management reviews and audits.
- Carry out additional tasks that the immediate supervisor assigns you.
B. Requirements, Information, and Abilities:
1. Educational Background/ Academic Qualifications.
- A bachelor’s degree in supply and procurement management, engineering (ideally mechanical engineering), or a similar discipline.
2. Qualifications from a Professional Background.
- The Certified Procurement and Supplies Professional (CPSP) is one example of a professional certification in procurement.
- It is important to register with the Procurement Supplies Professional Board (PSPB).
3. Practical knowledge / Experience.
- Three years at least with increasing responsibility in the field of procurement.
- It is preferred to have prior experience with heavy machinery or mining.
- An added benefit is having knowledge of mechanical engineering.
4. Technical skills (Competencies).
- Knowledge of Tanzanian procurement laws.
- Knowledge of the tools and software used in procurement.
- Adeptness in overseeing the complete supply chain procedure.
- Awareness of the rules and regulations governing the mining sector.
- Proficiency in creating, evaluating, and overseeing contracts.
- Ability to work out good arrangements with suppliers.
- Capacity to guarantee that acquired products and services fulfill necessary quality requirements.
- Knowledge of transportation and logistics procedures to ensure on-time delivery.
- Capacity to oversee compliance with Procurement laws.
