SUMMARY OF PROGRAM:

The Global Communities and its partners are implementing a five-year US Department of Agriculture, McGovern-Dole International Food for Education and Child Nutrition Program, Pamoja Tuwalishe, in Tanzania’s Dodoma and Mara regions. Pamoja Tuwalishe will collaborate closely with the Tanzanian government, as well as other institutions and stakeholders, to strengthen the school feeding system, improve the overall educational experience for students in program-supported schools, and develop technical program approach models that can be replicated in other schools and communities. Pamoja Tuwalishe promotes student literacy competency, attendance, attentiveness, health state, and overall academic performance.

 

 

SUMMARY OF JOB:

The Procurement Officer oversees and manages the procurement of products and services for the offices and program operations. The procurement officer maintains a high level of honesty and transparency, as well as efficient planning, organization, and documentation, assuring value for money on all bought goods and services, and keeping track of all procurement-related operations.

 

THE KEY JOB RESPONSIBILITIES:

  • Create annual acquisition strategies for goods and services.
  • Coordinate the planning of procurement processes while adhering to donor and organization policies.
  • Ensure that all employees are oriented and trained on the procurement processes.
  • Oversee the procurement, tendering, and evaluation of proposals for products and services.
  • Allow internal committees to provide technical advice and feedback during the procurement processes.
  • Ensure that GC Tanzania offices undertake due diligence on vendors in accordance with GC and US-funded project criteria at all times.
  • Use the Procurement Tracker tool to monitor and communicate progress to the Director of Finance and Administration and the CoP.
  • Provide technical support and guidance to the program team in the field offices about the purchase of program-related procurements in an accurate and timely way.
  • Communicate with vendors to deliver goods and services by preparing purchase orders and contracts.
  • Ensure that all payment requests and other procurement-related papers are processed on schedule, with all supporting documentation being accurate and full.
  • Manage the annual process for creating and maintaining the preferred vendor list.
  • Maintain a full database of recommended vendors.
  • Advise the DFA and CoP on modifications in procurement processes/practices implemented by the GC to guarantee continuous compliance.
  • Ensure that the procurement files are comprehensive, correct, and up-to-date.
  • Manage and resolve vendor and contractor complaints and claims against Global Communities in accordance with organizational policies and procedures.
  • Regularly examine the GC Tanzania local procurement manual and make any necessary revisions as agreed upon at the national office, while ensuring compliance with GC procurement policy.
  • Ensure that all procurement processes follow the organization and donor’s regulations and procedures.

THE EDUCATION AND EXPERIENCE:

  • A bachelor’s degree from an institution in Business Administration, Logistics & Procurement Management, or a similar field.
  • Four years or more of experience managing procurement for a global non-governmental organization.
  • In overseeing the compliance of procurement processes with US Government rules.
  • Experience instructing employees on optimal practices and procurement procedures.
  • Demonstrated capacity to decide and make assessments on acquisition within the parameters of authority granted.
  • Demonstrated aptitude for handling sensitive data and maintaining confidentiality.
  • Comprehensive understanding of the acquisition-related federal rules and regulations of the USG.
