About MS TCDC.

The MS TCDC is a well-known Pan-African training and conference center situated in Arusha, Tanzania. Its purpose is to inspire transformative leadership and sustainable development via capacity building and discourse. In keeping with our commitment to transparency, fairness, and value for money, we are looking for a capable and experienced Procurement Officer to improve our procurement procedures and practices.

 

THE JOB OVERVIEW:

The Procurement Officer will lead and manage the procurement function, ensuring that all procurement activities comply with MS TCDC policy, Tanzanian procurement laws, donor restrictions, and international standards. This position demands a strategic and analytical thinker with a thorough understanding of procurement and supply chain management principles.

 

 

The key Responsibilities:

A. Policy & Compliance

  • To review and revise MS TCDC’s procurement policy and procedures to ensure compliance with national rules and best practices.
  • Maintain compliance with the Public Procurement Regulatory Authority (PPRA) and donor-specific procurement requirements.
  • To keep up with national procurement legislation and provide timely advise to management.

 

B. Procurement Operations.

  • To plan, coordinate, and carry out procurement activities for commodities, services, and works.
  • Create and execute standardized procurement forms and templates.
  • To manage all aspects of procurement, including as tendering, evaluation, contract award, and paperwork.
  • Keep accurate and full procurement records for accountability and audits.

 

 

C. Supplier management:

  • To tap here to see today’s best deals from around the web.
  • To identify, evaluate, and prequalify sources to build a strong vendor database.
  • To conduct market surveys and stay current on pricing and availability.
  • To monitor supplier performance and conduct periodic evaluations.

 

D. Procurement Committee Engagement:

  • Serve as Secretary for the Procurement Committee.
  • To prepare and distribute meeting agendas, minutes, and related paperwork.
  • To provide the committee with technical information on appropriate procurement practices.

 

E. Process Improvement and Capacity Building

  • To identify inefficiencies in procurement procedures and suggest solutions.
  • To conduct internal training to increase procurement capacity within the organization.
  • Maintain MS TCDC’s ideals of transparency, accountability, and fairness throughout the procurement process.

 

 

Job Qualifications and Skills:

  • A bachelor’s degree in procurement, supply chain management, logistics, business administration, or a similar profession.
  • PSPTB certification as a Procurement and Supplies Professional (CPSP) is mandatory.
  • At least five (5) years of hands-on procurement experience, ideally with donor-funded projects or respected organizations.
  • The in-depth understanding of Tanzanian procurement legislation and donor requirements.
  • The experience handling procurement for both small and big institutional vendors.
  • Excellent negotiating, analysis, and communication abilities.
  • Strong ethics, accountability, and the ability to work independently.

 

 

THE KEY COMPETENCIES:

  • The excellent planning and organisational skills.
  • A familiarity with procurement systems and ERP platforms is preferred.
  • Capability to handle various tasks and meet tight deadlines.
  • Excellent communication abilities in English and Swahili.
  • Excellent attention to detail and document management.
