The Organizational Background:
SHDEPHA+ is a National Non-Governmental Organization (NGO) that was registered on November 21, 1994, with registration number SO 8216, and has since received a new compliance registration number 00NGO/R1/00384 under the NGO Act 2002. The organization’s goal is to organize resources to assist persons living with HIV/AIDS and combat the spread of the disease. Although SHDEPHA+ began with a focus on persons living with HIV/AIDS, it has now evolved to include other development initiatives and currently serves both infected and affected people, with over ten branches around the country.
The SHDEPHA+ The organization’s headquarters are in Kahama Municipal-Shinyanga Region, and its operations offices are spread across nine regions on Tanzania’s mainland. It has been working with both national and international donors, local and central government, and other stakeholders to achieve the United Nations Sustainable Development Goals.
The organization works with key and vulnerable groups such as women, children, youth, and people with special needs, with a focus on neglected and marginalized populations including people living with HIV.

The SHDEPHA+ MISSION: SHDEPHA+ is dedicated to reducing income and non-income poverty, hunger, human suffering, diseases, and the impact and spread of HIV/AIDS by empowering marginalized and vulnerable people, most at-risk populations, and communities in general to achieve community-based and long-term human development.
The GOAL: Using SHDEPHA+’s fundamental beliefs and mission, we will work toward the Millennium Development Goals to better the lives of marginalized and vulnerable groups, the most at-risk people, and communities overall.
The Job Summary:
We are seeking a detail-oriented, resourceful Procurement Officer to join our team. The individual will be responsible for sourcing, negotiating, and acquiring items and services that are critical to the operations of our firm. The ideal applicant should have strong analytical skills, great negotiation ability, and a thorough understanding of supply chain management principles.
THE DUTIES AND RESPONSIBILITIES.
- The Source and assess vendors based on quality, price, dependability, and service.
- To negotiate contract terms and conditions with suppliers to obtain more favorable price and terms.
- To oversee and supervising personnel, as well as all purchasing department duties.
- To collaborate with internal stakeholders to identify their procurement needs and offer direction and assistance throughout the process.
- To develop and maintain solid connections with suppliers to guarantee that goods and services are delivered on time while maintaining quality.
- To manage the whole procurement process, from requisition to delivery, including order placing, tracking, and issue resolution.
- To monitor supplier performance and conduct regular supplier reviews to guarantee contractual compliance.
- To identify potential cost savings and process improvements within the procurement operation.
- Maintain conformity with organizational rules, procedures, and regulatory requirements.
- To prepare and maintain procurement documentation, such as contracts, purchase orders, and supplier agreements.
THE REQUIREMENTS:
- A Bachelor’s degree in Procurement, Supply Chain Management, or a related profession.
- At least 1-2 years of proven expertise in procurement, sourcing, or supply chain management, preferably in an NGO setting.
- A strong negotiating abilities, including the ability to create cost savings and secure favorable terms and conditions.
- The excellent analytical and problem-solving skills.
- A proficiency with procurement applications and tools.
- A solid/ strong attention to detail and the ability to handle several priorities in a fast-paced setting.
- The excellent communication and interpersonal abilities, including the ability to establish and manage relationships with internal stakeholders and suppliers.
- Understanding of procurement best practices, market trends, and regulatory needs.
- The Certification as a Procurement Professional CPSP (T), Chartered Institute of Procurement and Supply certification (MCIPS), or any other qualification is advantageous.
- Able to work both individually and as part of a team.
