The Salary Range: 4,277,300.00 to 5,704,00.00; remuneration is determined by the candidate’s appropriate experience and skills, as well as our internal equity.

The work schedule: Full-time, 40 hours each week.

The projected employment cycle is from November 2024 to September 2027, with a one-year work contract with potential extensions.

The Overview:

ACDI/VOCA is now executing the Feed the Future Tanzania Kilimo Tija (Horticulture production) project, which is financed by USAID and aims to increase horticultural production and profitability. USAID is working with the Tanzanian government to improve this sector by establishing market-driven solutions in partnership with horticulture groups, cooperatives, and enterprises, with a particular emphasis on creating economic possibilities for youth and women. The initiative focuses on the mainland’s Iringa, Mbeya, Morogoro, and Njombe regions, as well as Zanzibar’s Pemba and Unguja islands. It also aims to boost commerce in the horticultural sector in Arusha, Dar es Salaam, Dodoma, and Songwe. With a budget of $37.9 million, this USAID-funded effort will operate from 2022 to 2027.

According to its mission, ACDI/VOCA is looking for experienced and skilled candidates for the Procurement Specialist role. The role will support the Grants Manager at Kilimo Tija Activity with Grants Under Contract (GUC) procurement activities. This job will assist with procurement efforts connected to partnerships. This includes ensuring that USAID and ACDI/VOCA regulations and procedures are followed, monitoring and implementing GUCs, and ensuring that suppliers fulfill their contracts.

 

 

THE ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Collaborates with partners, grant teams, and technical staff to develop a statement of work or other technical specifications prior to submitting a procurement demand.
  • To coordinate with partners, technical staff, and the Grants team on the budget and specifications for the products to be obtained.
  • Conduct market research to determine item specifications and suitable vendors for the proposed procurement.
  • To prepare, review, and issue solicitation documents, as well as oversee the creation of competition documents.
  • Collaborates closely with the procurement requester to select the greatest value.
  • To coordinate contract and procurement procedures with vendors.
  • Perform due diligence on the awarded procurement.
  • To keep an up-to-date list of local merchants and their costs to help you plan your budget.
  • Streamline/ facilitate asset handover procedures and the disposition exercise during partner closeouts.
  • To monitor vendor contracts and purchase orders, and follow up as needed to ensure compliance with procurement terms and conditions.
  • To maintain the overall integrity of the procurement filing system.
  • To maintain and organize procurement files in both electronic and hardcopy formats.
  • If/ when necessary, visit to project locations to ensure that items are delivered to grantees, that the quality of goods purchased is satisfactory, and that all goods are properly branded.
  • Carry out/ perform any other duties as given by the Grants Manager.

 

 

The minimum Qualification:

  • Bachelor’s degree in procurement or a similar discipline, further training or certifications in the procurement sector, a strong preference for training in USAID procurement laws and regulations, and certification as a member of the procurement board will all be advantageous.
  • A minimum of (at least) 5 years of relevant work experience, including at least 5 years of demonstrable experience in USAID-funded project procurement.
  • A proven understanding of USAID procurement policies and procedures.
  • Effective communication and interpersonal abilities.
  • Excellent record-keeping, documentation, and filing skills.
