The Amref Health Africa-Tanzania is an autonomous, non-profit, non-governmental organization (NGO) whose aim is “to improve people’s health by partnering with and empowering communities, as well as strengthening healthcare systems.” Amref Health Africa-Tanzania is mostly funded by multilateral, bilateral, and national donors. It runs a number of initiatives, including HIV/AIDS/TB/Malaria, reproductive, maternal, newborn, and child health, water and sanitation, and clinical outreach.
The BAND Foundation and UCB have funded Amref Health Africa-Tanzania, in collaboration with consortium members, to reduce the stigma, impact, and burden of epilepsy and other neurological disorders, as well as to improve the quality of life (QoL) for individuals with these conditions, as well as their caregivers and families, in Tanzania’s Dodoma, Bahi, and Chamwino Districts. Amref Health Africa-Tanzania collaborates with the Ministry of Health, the President’s Office Regional Authority and Local Government, the Regional and Council Health Management Teams, and the communities.
The Job Summary:
The Project Manager will be responsible for overall project management, technical support, and leadership in the implementation of Enhancing Epilepsy Care in Africa-Tanzania. The Project Manager will oversee high-level coordination, stakeholder engagement, and relationship management with Amref Health Africa-Tanzania, the Ministry of Health, the President’s Office Regional Authority and Local Government, consortium partners, and donors. S/he will provide managerial support to the project team by coordinating and supervising the execution of planned project activities, as well as ensuring integrated service delivery in primary health care facilities. S/he will be in charge of monitoring project achievement in accordance with the project’s overall objectives.
The Specific duties and responsibilities:
The Project Management:
- To provide day-to-day project management in accordance with Amref Health Africa-Tanzania and donor policies and regulations.
- Ensure that project objectives are met on time and efficiently by engaging stakeholders and project staff appropriately.
- Provide project staff with strong technical guidance to help them match with MOH priorities and improve COVID-19 vaccine implementation.
- To lead the development and implementation of technical strategies for the project in accordance with the authorized plan, as well as government and international standards.
- Lead the creation of project work plans (weekly, monthly, quarterly, and annual) in accordance with donor-approved plans.
- Ensure that activities are aligned with the donor-approved work plan and budget throughout the implementation phase.
- To provide general oversight of project management operations, budgets, work plans, and project personnel.
- To manage the project budget and ensuring that all spending are in accordance with the donor-approved budget, as well as meeting financial management principles such as accountability and good governance.
- To provide technical support in Monitoring, Evaluation, and Learning (MEAL) and evidence collection across countries to help with project implementation, integrated Primary Health Care program strategic priorities, ongoing quality improvement, and knowledge product development.
- Maintain positive relationships with stakeholders in project regions, MOH, and PORALG.
- Serve as the primary liaison between project stakeholders and Amref-Tanzania.
The Monitoring & Evaluation:
- To provide technical assistance in the development of the project MEAL framework.
- To provide technical advise to the M&E officer regarding anticipated M&E activities.
- To ensure timely internal and external technical and financial reporting in accordance with donor-specific standards and relevant policies and regulations.
- To lead weekly stakeholder review meetings and generate project-related technical reports in accordance with donor standards and internal goals.
- To provide technical input and oversight in the development of knowledge products, as well as foster continuous learning to inform national and international epilepsy efforts.
The Supervisory Roles:
- To supervise all project personnel to ensure they follow Amref policy and regulations.
- To identify staff development needs, offer coaching and mentoring, and connect them to training and development opportunities to boost performance.
- To drive Amref’s staff culture initiatives to improve collaboration throughout the organization.
- Assist project workers in following operational requirements and establishing standards for project management and finance operations.
- Perform/ carry out other tasks as directed by the supervisor.
The Qualifications and Experience:
Education:
- A master’s or higher degree in public health, health communication, or social sciences is required.
Experience:
- More than (5+) years of experience managing projects with national and sub-national involvement.
- The experienced in developing public health programs and carrying out epilepsy projects.
- Comprehensive understanding of the country’s current best practices for epilepsy interventions.
- Proven experience working with MOH, PORALG, RHMT, and CHMT.
- A track record of working in teams and creating good partnerships with important stakeholders at the national, regional, and district levels.
- To demonstrate the capacity to establish and maintain good working relationships with MOH, PORALG, RHMT, and CHMT, as well as government staff, stakeholders, national and local partners, and foreign donor organizations.
- The knowledge and experience working in Tanzania’s health sector.
The Skills and Abilities:
- Proven managerial experience supervising personnel in cross-functional teams.
- Excellent verbal and written communication abilities, as well as the ability to effectively communicate with others both internally and externally.
- Excellent written and speaking presenting skills in English and Swahili.
- The excellent time management skills, including the ability to multitask and fulfill crucial deadlines while preserving accuracy and quality.
- The ability to work independently and manage a high-volume workload.
- The relevant computer software abilities, including at least MS Word and Excel.
