A CONTEXT

The Women’s Voice and Leadership (WVL) Program was established in 2017 as an essential component of Canada’s Feminist International Assistance Policy (FIAP). Its mission is to help local women’s rights organizations (WROs), vulnerable demographic groups, and feminist networks working for gender equality and women’s and girls’ rights. The Renewed WVL Program continues to close the worldwide financing gap for women’s organizations, particularly those working in crisis-affected areas and suffering many forms of discrimination. In Tanzania, the project aims to assist Women’s Rights Organisations (WROs), Young Feminist Organisations (YFOs), and vulnerable group organizations in promoting the enjoyment of human rights by women and girls in all their diversity, as well as the achievement of gender equality in Tanzania. Global Affairs Canada (GAC) provides financial and technical support for the implementation approach, which involves collaboration with local and regional partners.

It focuses on feminist grantmaking, capacity building, and policy advocacy to improve gender equality and human rights in Tanzania.

 

 

ABOUT THE ROLE:

The Project Manager will be in charge of the overall management, coordination, and execution of the Renewed Women’s Voice and Leadership in Tanzania project, ensuring its successful completion in accordance with Cuso International policies, Global Affairs Canada (GAC) requirements, and local laws. This position will collaborate closely with strategic implementing partners (WFT-Tanzania, Msichana Initiative Organization, and Tanzania Health Forum Initiatives (THFI), local stakeholders, and government agencies to promote gender equality and women’s rights in Tanzania.

 

 

THE PRIMARY RESPONSIBILITIES AND DELIVERABLES:

Project Management and Implementation:

  • To lead annual project planning and implementation in accordance with GAC requirements and Cuso International policies.
  • Create and monitor the Project Implementation Plan (PIP), incorporating gender equality, environmental sustainability, and human rights principles.
  • To ensure project deliverables are completed on time, track progress against milestones, and report results to Cuso International and GAC.
  • Create and implement a communication plan that ensures timely and transparent information exchange among all stakeholders, including Cuso International, Strategic Implementing Partners (SIPs), and downstream organizations.

 

 

The Financial and Budget Management:

  • To manage project budget to ensure optimal allocation and usage of resources according to SIP annual work plans (AWP) and donor financial standards.
  • Collaborate with the Senior Finance Manager in Tanzania to monitor project expenses and ensure compliance with Cuso International’s financial rules.
  • Assist with financial tracking and budget forecasting to ensure cost-effectiveness and compliance with donor funding agreements.
  • Lead interaction with Strategic Implementing Partners (SIPs) to promote collaboration and effective coordination among WFT-Tanzania, Msichana Initiative, and Tanzania Health Forum Initiatives (THFI).
  • To manage and support RWVL’s project partners to ensure they can contribute fully and positively to the project while meeting their contractual commitments to Cuso International.
  • Support gender-transformative projects by building strong relationships with local women’s rights organizations, young feminist organizations, and vulnerable populations groups.
  • To coordinate with government stakeholders to ensure that project activities are in line with national gender equality policies and guidelines.
  • To facilitate the coordination of the project steering committee and/or any relevant advisory bodies.

 

Reporting, Compliance, and Monitoring:

  • To ensure timely and high-quality donor reporting, including financial and narrative reports in accordance with GAC criteria.
  • Manage Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts to promote data-driven decision-making and project improvement.
  • To conduct risk assessments and apply mitigation methods to overcome problems during project implementation.

 

 

Gender Equality and Human Rights Integration:

  • To ensure all project activities incorporate Gender-Based Analysis Plus (GBA+), feminist principles, and human rights-based approaches.
  • To provide partners with technical help and capacity-building support in the areas of gender equality, feminist leadership, and intersectionality.
  • To analyze and maintain a thorough awareness of Tanzania’s feminist movement, with a focus on achieving gender equality goals, preventing gender-based violence (GBV), and women’s rights and leadership.
  • To seek out and actively participate in national and regional networks, coalitions, alliances, meetings, forums, debates, and other events related to the RWVL project where you can advocate for/represent RWVL with international donors, other agencies, relevant government officials, and partners.

 

 

Team Leadership and Capacity Building:

  • To provide leadership, supervision, and coaching to the local project team, promoting responsibility and results-driven performance.
  • To facilitate training and capacity-building sessions for project staff and partners to ensure successful program delivery.

 

THE QUALIFICATIONS AND EXPERIENCE:

Education:

  • A master’s degree in international development, gender studies, social sciences, project management, or a closely connected discipline.

 

Knowledge:

  • An outstanding understanding and experience working in gender equality and social inclusion in Tanzania, with a particular emphasis on the Tanzanian women’s movement, GBV prevention, lobbying and campaigning, and gender policies and programs.
  • Understanding of Tanzania’s policy and legal framework regarding gender equality and women’s rights.
  • Experience with MEAL frameworks, feminist methods, and intersectionality concepts.

 

 

Experience:

  • A minimum of seven years’ experience leading international development projects, preferably in gender equality, women’s rights, and leadership.
  • Management experience with donor-funded initiatives, particularly Global Affairs Canada (GAC) projects.
  • Excellent understanding of financial management, compliance, and donor reporting needs.
  • Experience managing stakeholder engagement and partnerships with civil society organizations, governments, and multilateral agencies.
  • The excellent project planning, budgeting, and risk-management abilities.

  • The excellent interpersonal skills, including the ability to negotiate, manage problems, coach, organize, and cultivate favorable connections both internally and outside.
  • A demonstrated dedication to supporting gender equality, women’s rights, and empowerment.
  • Fluent in English and Swahili (both written and spoken).
