The Job Summary:
As Project Officer-WASH/Project Engineer, you will oversee the implementation of WASH initiatives, such as the development of water supply infrastructures, and give technical assistance to community-based water supply groups in the management and maintenance of rural water supply systems. The project engineer will provide technical assistance and support for the planning, designing, coordination, building, and maintenance of community water supply schemes, as directed by the Project Manager.
The Roles and Key Responsibilities:
- To assist community-based water supply groups in developing and implementing operational and maintenance plans for water schemes, as well as water quality monitoring programs, and supervise their implementation.
- Conduct inspections of water supply services, including water quality testing.
- To assist the WASH Manager in monitoring project progress from feasibility to design, construction, and operations and maintenance.
- To provide technical supervision for the construction work, ensuring that it is performed on time and according to the approved BOQ.
- Create/ prepare and submit weekly activity reports and field visit reports at critical stages of project construction.
- Create drawings and BOQs for the building and restoration of water supply systems, as well as sanitation and hygiene in schools, depending on evaluation and program requirements.
- To coordinate with beneficiary leaders to ensure community involvement and ownership.
- To execute other duties and obligations as assigned by the supervisor.
The Basic Qualifications and Experience:
- A bachelor’s degree from an accredited college with a concentration in civil, water, or environmental engineering.
- ERB registration for graduates/professional engineers.
- A minimum of four (4) years of relevant experience working with INGOs and the government, mostly in rural water supply facilities and community-based water, sanitation, and hygiene projects in Tanzania.
- Technical proficiency in evaluation, planning, design, and report writing.
- The ability to use design tools and create SPWS.
- A proven experience developing water and sanitation engineering projects.
- The experience working with RUWASA and local governments, as well as an awareness of the rural community environment.
- The capacity building and facilitation abilities for planning and carrying out development projects in accordance with a work plan.
- Understanding of water resource management concerns and their relevance to local water supply initiatives.
- The ability to understand and apply local rules, procedures, laws, ordinances, and regulations.
The required languages are:
- English and Swahili.
Travel:
- You must be willing and able to travel up to 50% within the project territory.
The Knowledge, Skills, and Abilities:
- Fundamental (basic) engineering principles and techniques.
- The experience with Microsoft Office packages (Excel, Word, PowerPoint, and Visio) and information management systems. Proficient in Word.
- The knowledge in word processing, CAD, and spreadsheet applications (engineering software such as Epanet, AutoCAD, and ArcCAD).
- The ability to work in a complex setting with tight deadlines and minimal supervision.
- The ability to create and keep accurate engineering records.
- The ability to read and understand plans and maps.
- The ability to create and monitor expenditure budgets.
- Capability to situate project activity within the context of WaterAid’s strategic objectives and direct it towards making a strategic contribution.
- The good time management abilities and the capacity to work on several assignments.

Internal: Project team, CRS personnel from various departments and projects.
