The Eastern and Southern Africa (AFE) region.

The World Bank’s Eastern and Southern Africa Region is home to over 700 million Africans and spans 26 nations from the Red Sea in the north to the Cape of Good Hope in the south.

The region also hosts some of Africa’s longest-running conflicts, making many of its countries vulnerable, while major gaps in education, health, and skill development prevent people from attaining their full potential. This generates enormous development obstacles, has a significant influence on people’s lives and livelihoods, and impedes regional integration and trade.

Departmental and Unit Context:

Prosperity Department:

The Prosperity Department advocates for economic policies as well as legal, regulatory, and institutional reforms that promote equitable and long-term growth and poverty reduction.

 

The Institutions Unit:

The Institutions (previously Governance) Unit in Eastern Africa (EAEG1) assists countries in developing capable, efficient, open, inclusive, and responsible institutions that can support economic growth, decrease poverty, provide essential services, and win citizens’ trust. Our work program includes six major business lines: 1. Public Financial Management (PFM), 2. Domestic Revenue Mobilization (DRM)/Tax Administration, 3. State-owned Enterprises and Corporate Governance, 4. Public Service and Institution Reform, 5. Decentralization and Sub-national Governance, and 6. Financial Management Fiduciary Assurance for Bank-financed Operations; and three Cross-Cutting Themes: GovTech, Anti-Corruption, and Political Economy. The Tanzania Country Context:

The position will support and advance the Bank’s governance and public sector development program in Tanzania, which aims to build and strengthen institutions and systems for public sector management, PFM, service delivery, rule of law and justice, and citizen accountability at the national and local levels. These institutional modernization objectives are supported by a mix of lending, analytical, and advising initiatives.

 

 

The Duties and Accountabilities:

  • Please be aware that this is a local post based in the World Bank’s Tanzania branch. As a result, it is primarily meant for Tanzanian citizens and residents.
  • You will report to the EAEG1 Unit Manager and coordinate with the Lead Specialist / Institutions Coordinator for Tanzania. You will work alongside other EAEG1 team members working in the nation, as well as colleagues from the CMU and sector units.

 

As a member of the Eastern Africa Institutions Unit and the Tanzania Country Team, the Public Sector Specialist performs the following vital roles:

  • To conduct policy and operational dialogue during Public Administration and Institutional Reform engagements.
  • To support and manage operational, advisory, and analytical duties.
  • Collaborate with other departments to improve public sector systems for service delivery in important areas.
  • To understand the political economy dimensions of the World Bank’s engagement in the nation, and advise the Institutions and the larger nation Team accordingly.
  • As needed, support Public Administration and Institutional Reform engagements in additional Unit-covered nations.

 

The Selection criteria:

You will be a professional with significant operational and analytical experience in development operations and consulting services relating to public administration and institutional reform, including:

  • Directly applicable technical experience assisting governments in developing and implementing governance and public administration changes. The post specifically requires expertise supporting interactions in the public service, public financial management (PFM), and judicial sectors.
  • Directly applicable project management experience. Relevant experience or a thorough understanding of World Bank or other international multilateral development institutions’ involvement tools, such as DPOs, Projects, PforRs, and Trust Funds.
  • A relevant experience providing analytical and advising services on public administration topics.
  • A significant understanding of the Tanzanian governance and public administration landscape.
  • Effective reform facilitation and client involvement capabilities.
  • A team player with great integrative abilities and a track record of developing excellent relationships with CMUs, other GPs, and customers.
  • Effective written and verbal communication skills.

 

The following minimum education and experience requirements apply:

  • A Master’s degree in a relevant discipline (such as public administration, economics, finance, or law).
  • Five (5) years of directly related professional experience.
