Position Title: Purchasing Officer

OVERVIEW OF THE JOB:
Following MSF guidelines and standards when carrying out daily procurement tasks in a specific supply office (either at the coordination or project level) to guarantee the mission or project runs as smoothly as possible.
Essential Requirements:

Minimum Level of Education Requirement:
- Secondary education is necessary; studies pertaining to commerce are preferred.
Experience:
- Two (2) years minimum of experience in positions linked to the supply chain.
Languages:
- Both written and spoken Swahili and English fluently.

ACCOUNTABILITIES:
Carrying out a supply office’s daily purchasing tasks, researching market sources and competitive pricing offers from many suppliers to guarantee a steady supply of goods, adhering to the procurement guidelines, and observing MSF standards and protocols. Including the subsequent undertakings:
- To ensure the highest quality and pricing for MSF goods and commodities, we continuously evaluate the local market, look for goods and suppliers who provide the most value for the money, and negotiate prices. keeping the supply office’s supplier-item-price database up to date on a regular basis and notifying the supply (activity) supervisor or logistics supervisor of any changes to the data, such as price, address, or available products.
- Getting multiple quotes from vendors in accordance with MSF Purchasing policy at the line manager’s request, and putting purchase orders in place with pre-selected vendors whose prices have been agreed upon.
- Requesting invoices or receipts for every purchase as soon as possible, verifying that they are accurately completed, and interpreting any information written in the local tongue before approving.
- Overseeing the purchase-related accounting and administrative processes, such as filling out purchase orders, reviewing delivery notes (to compare with orders), handling loans from the finance department, etc. updating purchase lists with the latest information once purchases are made.
- Supporting the storekeeper in the reception control procedure.
- Carrying out assigned responsibilities in line with his or her activity and as detailed in their job description.
- Collaborating to comprehend procurement goals and requirements with internal stakeholders (requesters, budget owners, and logistics).
- Collaborating with outside parties, such as suppliers, vendors, and service providers, to enable efficient procurement procedures.
- Keeping an eye out for and dealing with any conflicts of interest or unethical behavior in the procurement process.
- Keeping up-to-date procurement records and paperwork, such as contracts, vendor agreements, and purchase orders.
- Complete the comparative bid analysis (CBA) as requested by the line manager and as needed in accordance with the validation table.
