Job Title: Purchasing Officer

THE MAIN PURPOSE:
Perform day-to-day purchasing activities in a specific supply office (coordination or project level) in accordance with MSF norms and standards to guarantee the mission/project runs smoothly and efficiently.
THE ACCOUNTABILITIES:
Perform on a daily basis the purchasing activities of a supply office and analyzing market sources. Performing day-to-day purchasing activities for a supply office, monitoring market sources and competitive price circumstances among multiple suppliers to assure an ongoing supply of commodities while adhering to procurement procedures and MSF standards and protocols. This includes the following activities:
- A constantly monitoring the local market, looking for products and suppliers that provide the most value for money, and negotiating prices to ensure the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and notifying the Supply (Activity) Supervisor / Logistics Supervisor of any changes to the data, such as price, address, and available products.
- At the request of the line manager, get various quotations from suppliers in accordance with the MSF Purchasing policy, and place purchase orders with pre-selected suppliers whose prices have been agreed upon.
- To request invoices or receipts for all purchases as soon as possible, ensuring that they are properly filled out, and translating information written in the local language prior to approval.
- Manage the administrative and accounting operations associated with purchases, such as filling purchase orders, reviewing delivery notes (against orders), managing advances provided by the Finance Department, etc. After making a purchase, update the information on your buy list.
- Assisted with the reception control procedure with the storekeeper.
- Carry out/ performing allotted tasks in accordance with his/her activity and the job description.
The Minimum Education Qualification:
- Secondary education is required, and commerce-related studies are preferred.
The Experience:
- Minimum of two (2) years of experience in supply chain-related jobs.
The knowledges:
- Computer knowledge is required (including Word, Excel, PowerPoint, and logistics/supply chain ERP).
The Languages:
- A fluent in English and Swahili (speaking, reading, and writing).
