Job Title: Senior Officer –  Risk and Compliance 

Job location: HQ, Dar es Salaam, Tanzania

Answers to (reports to): Managing Director

Private Agricultural Sector Support Trust (PASS Trust)

 

 

The main purpose of the job (job summary) is:

The Senior Officer – Risk and Compliance is in charge of carrying out risk management responsibilities for the trust and its subsidiaries, as well as ensuring policy and procedural compliance. Conduct periodic assessments to ensure that all departments are in conformity with the Trust and its subsidiary firms’ policies, processes, and tolerance limits, and report the findings to the supervisor. The individual is also expected to collaborate closely with all areas of the business, establishing a positive risk and compliance culture, and to have effective risk management and compliance with policies, procedures, and numerous regulations regulating the activities of the Trust and its subsidiaries.

 

 

The Main Responsibilities:

  • To facilitate and ensure that the PASS Trust’s and its subsidiaries’ risks are identified and risk management strategies are developed.
  • To conduct risk assessments for any new goods under development, as well as frequent assessments of the PASS Trust and its subsidiaries’ existing products (at least every two years).
  • Ensure that risk management documents are continuously developed, updated, and kept current.
  • Determine which compliance issues require follow-up or inquiry, and discuss emergent compliance issues with management and staff.
  • To develop and implement changes to communication, monitoring, and enforcement of compliance standards.
  • To advise management or business partners on the implementation and administration of compliance initiatives.
  • To monitor the performance of credit guarantee portfolios from partner banks, leasing companies, and other financial organizations.
  • To recommend corrective/appropriate steps for a failing credit guarantee portfolio discovered with an early warning signal while monitoring the credit review process.
  • To participate in the examination of credit guarantee policies and procedures, as well as the updating of credit guarantee manuals for the credit guarantee function.
  • Train employees on risk and compliance-related subjects, regulations, and procedures.
  • Report any infractions of compliance or regulatory standards to the manager of internal audit.
  • To collaborate with the human resources unit to ensure that consistent disciplinary action techniques are used in cases of compliance violations.
  • Any additional related tasks assigned by the Supervisor from time to time.

 

 

The Academic Qualifications:

A holder of a bachelor’s degree in one of the following fields: Business Administration, Finance, Accounting, Banking, Economics, Commerce or Business Administration, Actuarial Science, Actuarial Management, Risk Management, Statistics, or comparable qualifications from recognised institutions. Professional qualifications in risk and compliance management, such as certification in risk management (Certified Enterprise Risk Manager (CERM), CIA, CISA, CPA•T, ACCA), are desirable.

 

 

The Experience and Skills:

  • A minimum of four (4) years of experience in risk and compliance management in the financial services industry.
  • Knowledge in banking and small-business operations, as well as agricultural finance, is advantageous.
  • A thorough awareness of risk and compliance management principles, risk assessment tools, and regulatory requirements.
  • Strong awareness of credit sanctions, their related risks, and the capacity to provide counterparty risk mitigation strategies.
  • To demonstrated knowledge of risk management, credit analysis, and credit underwriting, with a focus on agricultural financing.
  • The excellent written and spoken communication abilities.
  • Excellent analytical and critical thinking skills.
  • Excellent organizing and planning skills.
  • The detail-oriented and meticulous in completing risk and compliance inspections to ensure the accuracy and completeness of findings.
  • A proficiency in Microsoft Office products, particularly in the use of Excel for data analytics.
  • The ability to remain discrete and maintain confidentiality.
  • The high ethical standards, honesty, and a dedication to maintaining professional norms of conduct.
  • The proactive, flexible, and adaptive, with the ability to thrive in a fast-paced atmosphere.
