How are you going to change things?
The incumbent, who reports directly to the Deputy Representative, Operations, oversees the complex supply and procurement operations that have a substantial impact on the delivery of programs, supply and logistics, institutional services, processes, and systems. To support operations and program objectives, the incumbent must possess advanced professional technical mastery and expertise. responsible for efficiently organizing, contracting, acquiring, distributing, and managing UNICEF inventory throughout the country program, in addition to Procurement Services and GAVI Co-financing.

Takes an active role in the Tanzania One Procurement Team in order to expedite the Harmonized Business Practices’ implementation for supply and procurement efforts that align with reform and coherence.

  • Oversees procurement activities for contracts for services and supplies items to UNICEF programs, or procures procurement services for direct delivery to governmental, non-governmental, and specialty organizations. Throughout the procurement process, including but not limited to solicitation, issuance of institutional special service agreements and other contracts and long-term agreements with suppliers and contractors, is accountable for accurate performance in accordance with UNICEF’s financial rules and regulations. When necessary, coordinates with all parties involved on outstanding issues. Make sure the present supplier performance is accurately assessed based on the caliber of services provided, the acceptability of the product, and the delivery history. Manages the more complicated bidding processes and oversees the administration of big, long-term agreements in compliance with UNICEF standard practices and as delegated by the supervisor. oversees the team to make sure the necessary skills and abilities are there.
  • Encourage team members to develop their skills and keep a good attitude by engaging in interactive communication, which might include frequent and sporadic meetings and knowledge sharing, among other things. supports the procurement process by contributing to TORs, CRC presentations, developing technical evaluation standards, aiding in the assessment of vendor offers, and offering counsel throughout the creation, drafting, and negotiation of contracts. Provide technical guidance on supply planning, category management, specifications/ToRs, supply administration, and local and offshore procurement policies and processes to the field offices and Programme Sections. serves as UNICEF’s main contact for cooperative bidding processes for necessary common goods and services.
  • Establishes and oversees the Annual Plan for the acquisition of products and/or services, utilizing input from Field Offices and Program Sections. Maintain appropriate category management of the categories that the team has been given by keeping a close eye on them and working in tandem with category managers, matching markets, and users. Collaborate with the Chief of Operations to compile, examine, condense, and draft suggestions about sourcing policies, practices, and guidelines. When necessary, communicates with the Supply Division, the Country Offices, the Field Offices, and other requesters.
  • Offers technical support to improve the government’s supply chain infrastructure. This covers determining the needs, creating the ToRs, and hiring businesses or people afterwards. supporting and overseeing contracts in connection with the national supply chain management and procurement systems’ capacity development.
  • Collaboration and Partnership: Provides technical advise on procurement specifications and supply administration, works in tandem with the Programme Sections on supply planning, and offers guidance on supply requirements during the creation of the Country Programme’s supply component. Give guidance on local and/or offshore procurement rules and procedures, as well as the delivery and use of UNICEF supplies and equipment, to the government, the country office, and implementing partners. Organize supply policies and/or actions in conjunction with the Supply Division, Copenhagen. cultivates and upholds cooperative and partnership ties with the government, the UN, non-governmental organizations, and bilateral counterparts in order to offer technical support for the improvement of national and government supply chain systems.

QUALIFICATIONS and SKILLS:

1. Education

Masters degree in business administration, management, international economics, engineering, international development, contract/commercial law, or specialization in closely related fields such as supply, logistics, purchasing, or contracting from an accredited university OR an equivalent level of education in pertinent fields (such as supply management, transportation or logistics operations/management, etc.).

2. Professional Background:

A minimum of five years of increasingly responsible professional work experience at the national or worldwide level in supply, logistics, purchasing, contracting, administration, and/or other relevant sectors. An asset would be expertise and experience in building national and government supply chain systems.

3. Language Ability:

Proficiency in both spoken and written English.

4. Technical Expertise:

Particular Technical Skills Needed for the Position.

  • Familiarity with supply chain management, ideally in the context of underdeveloped nations.
  • Proficiency in technical knowledge, including product knowledge and market research/analysis, is necessary for roles in Supply Management, Purchasing, and Contracting. Examples of such roles include vaccines, medical supplies, equipment, contracts, customs functions, taxation, insurance, and more.
  • Familiarity with pertinent software for information technology.

  • Proficiency in overseeing inventory, transportation, and various logistics functions (such as program supply & logistics) within a global setting.
  • Understanding of the objectives, tactics, and strategies related to supply, contracting, and logistics.
  • Familiarity with the rules and procedures governing public procurement.
  • Understanding of the whole procurement process, including the tools and techniques of best practices, from planning and execution to contract management and administration.
  • Expertise in creating long-term, sustainable, and strategic procurement agreements.
  • Familiarity with the fundamental ideas and procedures of risk management in procurement, including methods for risk assessment and analysis.
  • Understanding of the legal and financial ramifications of the procurement process; familiarity with category management.
