PSRS- The Public Service recruiting Secretariat is a government organization having the status of an independent Department that was established primarily to streamline the recruiting process for employees in the Public Service. The Public Service Recruitment Secretariat was formed by the Public Service Act No. 8 of 2002, as amended by Act No. 18 of 2007, Section 29(1).

The primary function of PSRS is to facilitate recruiting in the public sector. According to the Public Service Cap. 298 of 2002, as amended by Amendment Act No. 18 of 2007, Section 29 (1), the functions of PSRS are:

• To search for varied professionals with specialized talents and compile a database of such professionals to facilitate recruiting.
• To register graduates and professionals for convenience of reference while filling open positions.
• To advertise any vacant positions in the public service.
• To engage appropriate specialists for the purpose of conducting interviews.
• Provide advice to employers on various recruitment-related issues.
• Do any such act or item as directed by the Minister in Charge of Public Services.
