The position of Senior Financial Analyst is being sought by HJF Medical Research International, Inc. Tanzania (HJFMRI-T). This position is in close cooperation with the Tanzanian Ministry of Health (MoH) and the President’s Office, Regional Administration and Local Government (PORALG) in support of HJF Medical Research International, Inc. Tanzania (HJFMRI) PEPFAR and Walter Reed Army Institute of Research (WRAIR) of the US Department of Defense (DoD).
A nonprofit organization devoted to improving military medicine is the Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF). Through the administration, management, and support of premier scientific projects that benefit both civilians and soldiers of the armed forces, we serve clients in the military, medical, academic, and government sectors. HJF has been an essential conduit between the military medical sector and its public and business partners since its establishment in 1983. The administrative capabilities and assistance provided by HJF enable military medical researchers and doctors to stay focused on their scientific objectives and pursue their research with excellence.
Accountabilities:
1. Gather, examine, and present financial facts together with analysis and insights to back up program choices.
2. Create forecasts and financial reports (cost projections).
3. Analyze financial data using diagnostic, descriptive, predictive, and prescriptive analytics to uncover financial trends, obstacles, and chances for business insights, well-informed choices, and strategy creation.
4. Give staff members of HJFMRI Tanzania financial management advice.
5. Using process analysis and benchmarking, create financial models.
6. Examine the program’s financial information to support tracking operational indicators and well-informed choices.
7. Create and manage financial performance indicators for the HJFMRI Tanzania Program in order to assess how well it is running.
8. Conduct a financial analysis of the program, spot trends, and provide recommendations to the senior management group for budgetary and planning purposes.
9. Determine and suggest methods to lower expenses and enhance program financial performance.
10. Provide an ad hoc and routing financial performance report for the program.
11. Examine and document the state of the finances as of late.
12. Track important financial indicators, pinpoint areas that need work, and suggest doable fixes to maximize efficiency and performance.
13. Provide projections and trend analysis, along with optimization suggestions.
14. Assist HJFMRI Tanzania employees with budget creation, cost allocation, and work planning.
15. Organize the distribution of authorized budgets and address budget-related concerns (questions).
16. Make that the HJFMRI finance systems receive timely entries for all authorized budgets.
17. Assist program personnel, contract and partnership personnel, and other interdisciplinary groups in the formulation and oversight of the budgets for HJFMRI Tanzania partners.
18. Examine HJFMRI Tanzania budgets and budget templates for accuracy, completeness, and compliance with USG, PEPFAR, and COP.
19. As required, create wire forecasts using guidance.
20. Keep an eye on the performance of the budget and report on any variations from it as well as real or possible threats.
21. Make sure that any necessary budgetary modifications are done.
22. Make sure consolidated budget versions are created for management’s assessment and approval.
23. Make suggestions for financial management to the management for their consideration.
24. Create reports with a budget analysis summary.
25. Create reports on the budget versus actual (BVA) and budget estimates.
26. Provide workers and partners of HJFMRI Tanzania with financial tools and reports that are easy to use, practical, and insightful.
27. Make sure that the country operational plan, PEPFAR, USG, and monitoring activities are all followed during budget formulation.
28. Help with the training of HJFMRI Tanzania employees and partners in financial management.
29. Help put best practices for budgeting and financial management into practice.
30. Assume the Senior Finance Manager’s responsibilities.
31. Keep abreast with market developments and industry best practices for financial reporting and analysis.
32. Complete additional responsibilities as delegated by the supervisor in order to meet the position’s goals.
Knowledge, abilities, and skills needed:
- The capacity to communicate financial data and models in a clear, understandable way.
- Knowledgeable in financial systems such as Oracle, ERP, and MS Office applications.

- Familiarity with cost accounting procedures and forecasting techniques.

- The majority of this job will be done in an office setting.
Training and Work Experience:
- A bachelor’s degree in accounting or finance is necessary. Preferably a master’s degree in statistics, economics, or finance.
- Preferred certifications are ACCA or CPA-T.
- Three years of experience working on PEPFAR-funded projects with yearly budgets above $20 million is preferable. At least six years of expertise in financial planning, analysis, and modeling are needed.
- Significant donor experience is needed; experience collaborating with foreign NGOs in a cross-cultural environment and working with PEPFAR (DoD, USAID, or CDC) are preferable.
A background check that may include, but is not limited to, calling your professional references, confirming your prior employment, education, and credentials, running a criminal background check, and, if necessary, a department of motor vehicles (DMV) check, is a requirement for employment with HJF.
